They went to that very place. Then, the Blessed One addressed the monks, saying: "Monks, therefore, except for relatives of the Shakya clan and those with fiery hair, non-Buddhists who are not content in their minds should not be ordained or given full ordination. If a relative of the Shakya clan comes with the insignia of a non-Buddhist, and if they desire to be ordained and fully ordained in the well-spoken Dharma-Vinaya, and to become a monk, monks, they should be ordained and fully ordained. Why is that? Monks, I give the complete abandonment of relatives to relatives. If other non-Buddhist wanderers come, and if they desire to be ordained and fully ordained in the well-spoken Dharma-Vinaya, and to become a monk, monks, you should know that they should be given a dwelling with robes provided by the preceptor for four months. Monks, if other non-Buddhists, having practiced the dwelling, become content in their minds, they should be ordained and given full ordination." The Blessed One said, "Other non-Buddhists should be given a dwelling with robes provided by the preceptor for four months." When the monks did not know how to give it, the Blessed One said, "Monks, if someone comes to someone desiring to ordain another non-Buddhist, that person should ask them about the obstructive dharmas and then accept them. Having accepted them, give them refuge in the Three Jewels, and by acknowledging them as a layperson, give them the vows of a layperson. After that, all the Sangha should gather and be in harmony, and after having them prostrate in order of seniority, have them squat and have them join their palms, and then say this: 'Venerable Sangha, please listen. I, a non-Buddhist, named so-and-so, desire to be ordained from so-and-so, I, a non-Buddhist, named so-and-so, request the Sangha for a dwelling with robes provided by the preceptor for four months. Compassionate Sangha, for the sake of compassion, please allow me, a non-Buddhist named so-and-so, to dwell for four months.'

Please grant permission to abide with the robes given by the Khenpo for four months. Repeat this twice or three times in the same way. After that, a monk should make a request and then act. This is how it should be done: Sit down and say these words. Venerable Sangha, please listen. The non-Buddhist named so-and-so wishes to renounce. If the Sangha grants permission for the non-Buddhist named so-and-so to abide with the robes given by the Khenpo for four months, then if the time is right for the Sangha and it is permissible, please grant permission. The Sangha requests permission for the non-Buddhist named so-and-so to abide with the robes given by the Khenpo for four months. This is the request. The action should be done as follows: Venerable Sangha, please listen. The non-Buddhist named so-and-so wishes to renounce from being a non-Buddhist named so-and-so. The non-Buddhist named so-and-so requests the Sangha to allow him to abide with the robes given by the Khenpo for four months. For this reason, if the Sangha grants permission for the non-Buddhist named so-and-so to abide with the robes given by the Khenpo for four months, then those venerable ones who permit granting the non-Buddhist named so-and-so to abide with the robes given by the Khenpo for four months, let them remain silent. Those who do not permit, let them speak. This is the first declaration of action. Repeat this twice or three times in the same way. After the Sangha has permitted and allowed it, the Sangha grants the non-Buddhist named so-and-so to abide with the robes given by the Khenpo for four months. In this way, because there is no speaking, it is thus determined. The Sangha gives food from the Sangha to any other non-Buddhist who has been given the robes given by the Khenpo to abide for four months. The robes are from the Khenpo. The action should be done according to the order of a novice monk. The venerable Nyewa Khor asked the Blessed One Buddha: Venerable, the Blessed One has said that if another non-Buddhist practices abiding and becomes happy in his mind, then he should be ordained and fully ordained. Venerable, after how long should another non-Buddhist

Then it is said to be content. O attendant, one should praise the qualities of the Buddha in front of other non-Buddhists. One should praise the qualities of the Dharma and the Sangha, and one should also truthfully praise the qualities that are not those of non-Buddhists. O attendant, if other non-Buddhists praise the qualities of the Buddha, praise the qualities of the Dharma and the Sangha, and truthfully praise the qualities that are not those of non-Buddhists, they will create obstacles, create disputes, create anger, and they will be resentful and generate anger, then it is said that other non-Buddhists are not content. Monks, the fire-haired Brahmins should be ordained and fully ordained. Why is that? Monks, because the fire-haired Brahmins speak of karma, the fire-haired Brahmins speak of action, speak of cause, and speak of diligence. Monks, therefore, one should train in this way: to become speakers of karma, to become speakers of action, speakers of cause, and speakers of diligence. Monks, you should train in this way. The Buddha, the Bhagavan, was dwelling in Shravasti, in the Jeta Grove, in Anathapindika's Garden. At that time, the venerable Maha Maudgalyayana had ordained and fully ordained a group of seventeen young men born of Sarpa, including the attendant. At that time, they were completely tormented by the weakness of hunger at the time of dawn in the night. The Bhagavan heard the sound of many children murmuring in the Jeta Grove at the time of dawn in the night. Having heard this, the Buddhas, the Bhagavatans, are knowers.
