Those born in the hells of one day, and those related to me who are born there, please, swiftly deliver them, Avalokiteshvara! All Dharmas are contained within the two, the Sutras and the Shastras, the well-spoken words and their commentaries. By the power of these, may the teachings of the Sage abide long in the realms of the world. The translated Sutras in Tibet are said to be a hundred volumes, and the translated Shastras are two hundred and sixty volumes. In India, when composing Shastras, it is best to have seen the truth of Dharma, the middle is to have received permission from the Yidam deity, and the least is to be skilled in the five sciences. Otherwise, one has no right to write Shastras, and if one does, one will be punished by the Indian king. Therefore, the source of Indian Dharma is very pure, so everyone greatly values Indian translations. In Tibet, there is no such law, so even if one is not skilled in the five sciences, one must be skilled in the Dharma one is writing about, or wisdom must arise from meditation. One must have the realization of being skilled in all through knowing one. Taking good words and phrases from the scriptures and writing about one aspect, this is also a kind of writing, called "Collected Meaning Shastra." If an unskilled fool writes such a thing, it is called a "butcher's bloody hand," and the sin and obscuration are very great. Especially in the Tantras and sadhana methods of mantra, doing so is tampering, and the fault is very great. It is said that the Dharma protectors and dakinis will inflict punishment, and that Dharma will lose its blessings and become defiled. In the past, when Gyalwa Gendun Gyatso (1475-1541), the all-knowing Dharma King of the Gelug school, was alive, a Geshe (Doctor of Buddhist Philosophy) asked, "If we extract the good parts from more than a hundred Indian texts of Phagmo (Vajravarahi, the consort of Chakrasamvara), and write a profound guiding order, it would benefit the Dharma."
