Pal Dzin Zangpo said that even in Tibet, believing it to be Dharma requires recognizing it as the Buddha's words, recognizing who made it by hearing the prophecies of learned and accomplished Buddhas in Shambhala, Oddiyana, India, etc., recognizing who translated it by the translators, and needing a Dharma that is proficient in words and meanings and can withstand scrutiny. The views of learned and accomplished masters such as Gö, Sakya Pandita, and Buton also seem to be like that. Their views are also included here. In general, the meditation and recitation of Avalokiteśvara is Dharma, so all Tibetans believe in it. Such self-made sutras and tantras should not be trusted by the wise. In the "Distinction of the Three Vows," "Clarifying the Intent of the Sage," and the "Letters from the Ten Directions," although many new and old sutras and tantras that spread in Tibet were not prohibited, either directly or indirectly, there is no indication that the Great Compassionate Gyalwa Gyatso was prohibited in any way, directly or indirectly.
