And there are sentient beings who are attached to the qualities of desire, who do not like the vows, and who are unable to practice mantras, etc. And some are fond of singing, dancing, playing, and eating, etc. And they are afraid and frightened of the basis of learning in that unsurpassed vehicle, and do not enter it. Those who are intent on entering the path of bad destinies, in order to turn them back from the path of bad destinies, they should enter this great mandala. Thus it is said. Therefore, regarding the meaning of being allowed to enter here, some scholars such as Je Tsongkhapa consider: For those who are not vessels, in order for them to make a connection, they are allowed to enter the mandala, but empowerment and vows are not given. Without giving empowerment, they are only shown the deity, and after giving a flower garland empowerment, they are sent away, so that they have made a connection. For those who do not keep vows and pledges, it is not appropriate to give vows and empowerments. Although it is said like this, it is only a saying, because even Je Tsongkhapa himself and his followers do not have the practice of not giving empowerment and vows, but only allowing them to enter the mandala. This originates from the Tantra of the Nine Crowned Ones, motivated by great compassion to benefit sentient beings.
