Namo. Furthermore, why are the first three views among all views considered as the Samyojana (fetter) of views, and the latter two as the Samyojana of holding as supreme? It is because the first three views and the latter two are similar in having eighteen substances. Since the latter two views hold the former three views as supreme and pure, the former three are what is held, and the latter two are similar in holding what is inferior as supreme. Therefore, the first three views and the latter two are said to be different Samyojanas. Among these, the similarity in having eighteen substances is that the first two views, in the desire realm, have two that are abandoned by seeing suffering, and in the upper two realms, there are two each, making six. Wrong view in the three realms has four that are abandoned by seeing the four truths, three times four is twelve, so the first three views have eighteen substances. The fifth view, in the desire realm, has two that are abandoned by seeing suffering and the path, and in the upper two realms, there are also two each, making six. The fourth view, in the three realms, has four that are abandoned by seeing the four truths, three times four is twelve. Thus, the two that hold as supreme also have eighteen substances. This is how the Vaibhashikas explain it, but the separate explanation is because of the similarity in holding as supreme. If it is asked why, among the Samyojanas, only jealousy and miserliness are taught out of the eight Anusayas (latent tendencies), it is because both jealousy and miserliness are entirely unwholesome and are autonomous, being associated only with ignorance. Therefore, jealousy and miserliness are explained as two separate Samyojanas from the six Anusayas such as shamelessness. The other Anusayas are not like that. Although shamelessness and lack of embarrassment are entirely unwholesome, they are not autonomous because they are also associated with other afflictions such as attachment. Regret, although autonomous, is not necessarily unwholesome because it can also be wholesome. Lethargy and excitement, and sleep, can be wholesome and are also indeterminate, but they are also associated with attachment and so on, and therefore are not entirely unwholesome, nor are they autonomous, being associated only with ignorance. This is what some Vaibhashikas who follow the authors of the treatises assert. Others

Some say that, if that is the case, according to the view of the Vaibhashikas, since they hold that there are ten pervasive fetters, then anger and concealment are also unwholesome and independent, therefore it would be an overextension to explain them as pervasive bonds. To this, the teacher Bhadanta says that even though there are ten pervasive fetters, jealousy and miserliness particularly bind beings in the happy realms, because they are very sharp and occur repeatedly, and because these two are respectively the causes of little power and little enjoyment, they are shown separately. Although there are many other pervasive bonds in the desire realm, the sutra says: 'Kauśika, gods and humans are those with pervasive bonds of jealousy and miserliness.' Therefore, it is said. The teacher Prince explains that these two, in order, show all the afflictions that have pervasive suffering and pervasive joy, and because both renunciants and householders are afflicted by jealousy and miserliness towards enjoyment and Dharma, and both gods and asuras are greatly afflicted because of nectar and women, they are explained separately. Furthermore, the Blessed One said in another sutra that because the five pervasive fetters corresponding to the lower part have been abandoned, the noble one is a non-returner, namely: the view of the aggregates of existence, holding moral discipline and asceticism as supreme, doubt, desire for desire, and malice. Thus, the five pervasive fetters corresponding to the lower part are spoken of. Among them, the lower part is the desire realm, the lower part of the three realms, because it is not placed in one place, and is unwholesome, of bad destinies, suffering, unpleasantness, and uninterrupted afflictions, therefore it is the lower part, so the ṭīkā authors explain. Therefore, the name 'lower part' is applied to the inferior. Corresponding to its part is because these five are in accordance with desire, for example, desire for desire and malice, whoever has them is definitely a being of the desire realm, because the two upper realms do not have these two, like a gatekeeper guarding a prison, preventing them from going beyond the desire realm. The three, such as the view of the aggregates of existence
