Or does something similar to the indeterminate arise? Or, since the teachings of the Buddhas do not become inferior, they do not change from wholesome to indeterminate, but from wholesome only wholesome arises, and from indeterminate only wholesome arises, therefore the follower is also only wholesome, this is the view of the Vaibhashikas. Other schools believe that since the continuum of the Buddhas is always in a state of equanimity, all four activities are also wholesome, the continuum is consistent, and there is no indeterminate mind. The sutra also says, "Even when the elephant walks, it is in equanimity. Even when the elephant stands, it is in equanimity. Even when the elephant sleeps, it is in equanimity. Even when it abides, it is in equanimity." Therefore, the elephant here refers to the Buddha, because there is no fault, it is an elephant. The sutra says, "The awakened Tathagata, body, speech, and mind do not commit evil, therefore it is called a great elephant." The Vaibhashikas believe that even if the Buddha's mind wanders in the four activities, it is only thinking of wandering, etc., and even abiding is only thinking of abiding, because the thought abides nearby, even if the mind does not want to, it will not enter the object, therefore the sutra says so, but it is not that the Buddha does not have indeterminate resultant-born, behavioral, and emanation minds. The Vaibhashikas think so. (The explanation that consciousness and the five sense consciousnesses are scattered also refers to situations other than resultant-born.) The mind born from the resultant, because it does not have active creation, enters naturally, and intention is also creation, therefore it is neither the initial enterer nor the subsequent enterer. Similarly, the uncontaminated mind is also non-discriminating and inwardly abiding, therefore neither is. Regarding this meaning, the idea that non-manifest form will become wholesome or unwholesome because of intention is not reasonable, because the thought of intention has no thought for non-manifest form. If it is only because of the power of thought, then the four elements together with non-manifest form and the direct perception of the eyes and ears would also become wholesome. Therefore, vows and so on are not the form of non-manifest form itself,

Since it is the continuum of minds that are beneficial and harmful, all that is established here appears to the Vaibhashikas as merely conceptually imputed. Now, to briefly show the distinctions of non-manifestation, the non-manifestation previously explained should be understood as threefold. What are the three? Abandoning harm to others, together with its basis, and restraining and preventing the continuum of immoral discipline, hence it is restraint; constantly engaging in harm together with its basis is non-restraint; if one abandons some harm or the basis of harm, or engages in some, then it is something in between other than both restraint and non-restraint. In this, there are both manifestation and non-manifestation. Abiding with a continuum for each of the powers of harm and benefit is non-manifestation, such as the seven foundations of merit arising from matter previously mentioned, and vowing to kill sheep and so on each year. Here, harm is the seven non-virtues of body and speech, and the basis is the three of mind, or harm is naturally and fundamentally blameworthy. In detail, there are three distinctions of restraint: the distinction of individual liberation restraint, and the distinction of undefiled meditative restraint. First, if restraint is divided, there is what is called individual liberation restraint, and similarly, two restraints arising from undefiled and meditative states, making three. (The seven abandonments of a monk, the seven abandonments arising from contaminated equipoise, and the seven abandonments arising from uncontaminated equipoise are four terms that can be used as terms for individual liberation, meditation, and undefiled restraint, according to the order of characteristics. Which of the five determinations of the form good of the desire realm is separate, and the form following the mind that is contaminated, and the form following the mind that is uncontaminated. The number is determined as three because of the basis of equipoise and its result, the two samadhis of contaminated and uncontaminated. The order is determined because the later arises from the earlier. If outsiders do not have individual liberation, then it follows that they do not have meditative restraint.
