And both transgressions, including (because this involves the basis of sentient beings), are obtained from the aggregates, realms, and sources of the present time, but not from the past and future, because they are not considered sentient beings. (Therefore, even if it does not refer to sentient beings, it is only obtained from the present.) Meditative concentration and undefiled discipline are only obtained from the actual path of action, (because when these are placed in equanimity, the actual path of action arises as the nature of abandoning the lower realms, so the preparatory and concluding actions mostly belong to the nature of the lower realms. Therefore, even if it is not the concluding action of karma, what need is there to mention the transgressions that are included, because there is no commitment, or these two are abandoning afflictions and the karma defiled by them, but the transgressions that are included are not necessarily taken by afflictions.) Time is obtained from all three (i.e., following the mind) (of the aggregates and realms). Therefore, it should be known that the preparatory and concluding actions and the transgressions that are included, and those that are not sentient beings, cannot be obtained. Furthermore, (are vows and non-vows obtained from all sentient beings and all limbs and all causes, or are they obtained from only some distinctions?) Vows (the three) are obtained from all sentient beings, but there are distinctions in limbs and causes. (The path of action and) what is obtained from all limbs is the vow of a monk. (From that, abandoning all paths.) What is obtained from five limbs is a lay devotee. What is obtained from eight is a lay resident. What is obtained from ten is a novice monk. Or, what is obtained from all ten paths of action is a monk. The commentary says that what is obtained from the three, such as killing, and the four, such as lying, are novice monks and so on. If the three roots of virtue, such as non-attachment, are the cause, then it is from all causes, and if it is with small, medium, and large minds, because the three minds do not occur at the same time, it is obtained from each one. Non-vows are obtained from all sentient beings, and the limbs are also obtained from all paths of action, such as killing (i.e., it is asserted that there are no incomplete vows). The cause is that attachment and hatred do not occur equally, so if greed is the cause, then hatred

Because it is not all, etc., and because if a small one does it, a large one cannot (because small things, etc., do not occur simultaneously), it is not that all can obtain it, so the Vaibhashikas assert.

If one thinks that one is always doing it, merely completing those actions will not become a precept. Similarly, one should also understand about lying and so on, which is reasonable. For precepts, if it is not abandoning in all sentient beings, all one's own limbs, all places, all times, and all life or circumstances (instead of limiting sentient beings like Devadatta, limiting limbs like killing, limiting places like Tibet, limiting time like a month, limiting circumstances like except during battle, not separated from these five limitations), then it is only good conduct, it will not become a precept, therefore it is necessary not to be separated from these five limitations. From the 'Collection of Distinguishing Determinations': With six reasons, one does not want or even if one wants, one cannot obtain the Bhikshu precepts: Being threatened by the king, thieves, debtors, and the destitute, with the thought of merely surviving, the desire to renounce diminishes; having various diseases such as leprosy and cataracts on the body, unable to serve the guru and others, and unable to offer the patron's offerings, the body weakens; becoming a Zama, a Maning, a hermaphrodite, the male nature itself weakens; committing the five heinous crimes, slandering Bhikshunis, heretics, living by theft, being separated from the Sangha, and those who should not reside, with great shamelessness considering small shame as having shame, the Dharma declines; being expelled by the king, harming the king, doing things that are not in harmony with the king, debtors, slaves, those who have been robbed, those not allowed by parents, etc., those who are under the control of others; and non-human beings, becoming emanations of dragons and so on, if they renounce, it will cause others to distrust, therefore one must protect others, these six, and the Khenpo, Acharya, and the Sangha are not complete, these seven situations, one should not receive full ordination. Some say that being under the control of others and the other three are also declines, therefore it will become seven declines that cannot be obtained with the five limitations (if one cannot do it, how can one obtain the precepts? Promising with the intention of not harming the lives of all sentient beings)
