One of them exists. Therefore, it is believed that just as the Tathāgatas are, so are the Cakravartins. Others, such as the Mahāsaṃghika school, believe that the meaning of the sutra is spoken with regard to exercising power in one world, because other sutras also say that there are many Buddhas in worlds such as the east. This view is reasonable. The way these four Cakravartins conquer the directions is: the golden-wheeled king (through the princes of the regions) comes to greet; the silver-wheeled king goes himself; the bronze-wheeled king merely displays his army; and the iron-wheeled king merely manufactures weapons (among those who generate bodhicitta and accumulate merit at the same time, some become Buddhas and some create obstacles. Therefore, even if they do not appear in the same place, they will appear elsewhere. This sutra refers to one place, otherwise only one Cakravartin would appear. It is said that the cause of birth is to build stupas in places where they have not been built before, to build scriptures, to perform the Dharma wheel, etc.) also cause others to submit and conquer, but do not harm the lives of any sentient beings, because they have abandoned the ten non-virtuous actions. Similarly, these Cakravartins also possess six other perfect jewels: elephant, horse, jewel, woman, householder, and minister, which are the seven royal treasures. In the Sutra on the Establishment of Mindfulness, it is also said that there are seven near jewels: sword, leather, bedding, garden, house, clothes, and shoes. And they possess the thirty marks of a great man with a perfect body (excluding the ūrṇā and uṣṇīṣa). However, in the Garland of Jewels it says: "All Cakravartins, it is thought that they have these, but purity, beauty, and clarity cannot compare to the Buddhas." It also says: "The suns emit light, like fireflies. The marks of the Buddhas and the Cakravartins

As it is said, the thirty-two marks of the Tathagata Buddha are extremely well-established in their place, clear, and complete, thus they are superior, while those of a Chakravartin are not so. The way the world declines is that not long after this world was formed, rain as thick as the axle of a chariot fell, and this great earth was filled with water, which was gathered and compacted by the wind, so that on the earth was formed the essence or nutrients of the earth, the color like fresh butter, the taste like unboiled honey, and the scent very fragrant. Then, beings whose life, karma, and merit were exhausted died and transmigrated from the ranks of the gods of clear light and were born here, and they are called the people of the first kalpa. At that time, there were no sun, moon, stars, seasons, years, months, days, nights, moments, instants, or fractions of time, nor were there differences in the faculties of men and women, nor excrement and urine, houses, names, castes, or differences in color and shape; they were simply called beings, beings. Furthermore, one might ask, did the people of the first kalpa also have kings? No, they did not. The beings who appeared earlier, the people of the first kalpa, were born miraculously like embodied gods, with complete faculties, beautiful, of good color, with light in their bodies, traveling in the sky by means of miraculous powers, eating the joy of meditation as food, and possessing immeasurable life. Then, gradually, a certain being with a nature of craving and attachment to taste took the taste of the earth with his finger, held it, and ate it, and other beings saw it and ate it as well. Because they ate those mouthfuls of food, their bodies became heavy and coarse, and their light disappeared, and when it became dark, the sun, moon, stars, seasons, and so forth appeared naturally, and the sun and moon performed the function of illuminating the four continents. (At that time, when the sun rose from the east, those beings said, 'That is the light of the gods!' Thus, day came into being. When it set, they said, 'That light of the gods has turned red!' Thus, night came into being. Then, they saw the moon rise and illuminate the darkness. Therefore, it was called the moon. Again, when the sun rose, they said, 'That is the light of the gods revolving!' Therefore, it was called the sun.) Then, whoever ate more food had a bad color and a body
