If it is without outflows, then it is unreasonable to examine faults and so on. Then, how is it that the sutra says, "For whom these five faculties are completely absent in all ways, I say that he dwells on the side of the outsiders"? This is said with regard to establishing noble beings, based on the faith of the three paths and so on. Or, it is said that those who have completely cut off the roots of virtue are outsiders. (Aryadeva in the Compendium of Learning says, "What is the faculty that knows what is not known? It is what controls the fifteen moments of the mind of the path of application and the path of seeing." It is also said, "Making a determination based on the majority, in the Categories of Compendium, how do Bodhisattvas establish the three faculties such as the faculty of knowing what is not known? Answer: In the stage of aspiring conduct, the first is established. Other than that, in the pure stage of higher intention, the second, knowing all, is established. In the stage of the Tathagata, the third faculty, possessing all knowledge, should be regarded as established.
