Therefore, it is established. In the realm of phenomena, those that possess similarities such as feelings are internal; those that do not possess similarities, mostly formations and unconditioned phenomena, are external. Therefore, it is reasonable to say that both are, but it seems that it is taught in accordance with the well-known saying of the six external sense bases. Here, internal and external are intended to refer to what is included and not included by the continuum of sentient beings, not as the outsiders claim, that self is internal and no-self is external. Then, in miscellaneous scriptures it says, "Oneself is one's own protector, who else could be a protector? The wise, by taming themselves, will attain heaven." If you think this contradicts the above statement, then it is because the word 'self' is used to refer to the mind. For immediately following that, it says, "Difficult to grasp and quick to move, it goes where it pleases. Taming the mind is good, taming the mind brings happiness." Furthermore, the element of phenomena (chos kyi khams) among the eighteen elements, is said to be that which invariably possesses a basis. (If a certain object is definitely the object of a certain consciousness, and that consciousness arises or will arise in relation to it, then that object has a basis; if that object, or phenomenon, is absent, then mental consciousness does not arise or will not arise, like this.) Whether they are noble ones or ordinary beings, they universally perform the action of generating mental consciousness. Because this system does not accept self-awareness, all phenomena are selfless, and as objects of mind, everything changes except one's own consciousness and the co-emergent associated factors that arise with it. If self-awareness is accepted, then that too would change, therefore this is the view of the Vaibhashikas. According to this system, all phenomena change as the object of the mental consciousness of the second moment, therefore the element of phenomena is always dependent on a basis. (If that is the case, then all eighteen elements would become solely dependent on a basis, because they are the objects of the wisdom that realizes selflessness. If you think this, then they are not considered to be dependent on a basis solely for that reason, because the remaining elements have their own other functions, and not performing those functions is the same.) Those are also the same. The word "also" is used to summarize that there is also dependence. So, what is the meaning of dependence and sameness? The form seen by the eye, the act of seeing, and the act of becoming seeing are dependent, and this should be understood similarly up to the body. (A certain realm, because it acts on its own.) What is the same as that is when the eye does not see form and ceases, ceases and will cease, and the four that are the nature of non-arising, so say the Kashmiris. Westerners say that the nature of non-arising has two types of consciousness: (desire and the first) having and (the second, etc.) not having, so it becomes five. Similarly, the five realms of form, etc., should also be applied (seeing and becoming unseen, etc.). (Among them, the dust of the four, eye, etc., is sometimes all dependent or the same, and sometimes partial. The body is not produced by all, because it would perish, although they say so, but even if produced by all, it would not perish, because it is held by karma, so they answer.) The seven realms of mind, all arising are dependent (because they hold the object), and non-arising (not holding the object) should be understood as the same as that, because the arising of consciousness is certain to act on its own object. So, what is the difference between dependence and sameness? A certain realm that does not perform its own action is the same as that, and the one that performs the action is dependent. That is, from the eye to the mind, these six realms, for two or more people, it is impossible for one eye, etc., to perform seeing, etc., so one's dependence is everyone's dependence, and one's sameness is everyone's sameness. (That is, one's dependence is everyone's dependence, because even relying on others, one has performed one's own action. If it is said that because one has not performed other actions such as seeing, one is not dependent on that, then other actions such as seeing are not merely actions, because one person's sense and consciousness do not perform actions such as seeing on the objects of many people, so this is not common to all people, so its action is also a single stream.
