As for the 'Outsider's Torma,' if it is not explicitly stated in the scriptures to be done, it is permissible not to do it. If some Tibetan virtuous spiritual friends like to follow the custom, then some Dharma companions can be allowed to recite mantras and guard the place of the mandala. One should then go outside the mandala house and, according to the ritual of the general torma offering to the Dakinis, give the torma to the bhutas (spirits), and convey the message to those who have great faith in the great mandala: 'Please accomplish the activities of the mandala!' and entrust them [with the task].
