It is established in meaning, and through it, the way to establish the three characteristics of this system. First, here, the first turning of the wheel is a sutra of provisional meaning, because the meaning it shows is established as provisional meaning through the three aspects of intention, necessity, and harm to reality. There is intention, because it is with the intention that the consciousness of external appearance arises based on the ripening of the habit of establishing the appearance of external objects on the Alaya consciousness. As it is said in the Twenty Verses: "From what seed of one's own, whatever appearance of consciousness arises, that and that's birthplace, the Muni has spoken of as two kinds." There is necessity, because it is for the purpose of subduing and taking hold of the two groups of meaning speakers who are to be subdued by that method. As it says in the same text: "The existence of sense bases such as form, is for the sake of taming beings." There is harm to reality, because there are scriptures and reasoning that refute external objects. Second, the intermediate wheel is a sutra of provisional meaning, because it shows that phenomena are not established by their own characteristics in one aspect. Because it possesses the three: intention, necessity, and harm to reality. There is intention, because it is with the intention of the non-self-nature of the completely imputed established by its own characteristics, and the non-self-nature of the other-dependent arising from itself, and the non-self-nature of the perfectly established dharma-nature, therefore it is said there that all phenomena are without self-nature. As it says in the Thirty Verses: "Self-nature is of three kinds, in the three non-self-natures, considering all phenomena, it is taught as without self-nature." There is necessity, because it is for the purpose of taking hold of the lineage that speaks of non-self-nature. There is harm to reality, because there are scriptures and reasoning that separately show the other-dependent and the perfectly established as truly established. Third, the final wheel is established as definitive meaning, because depending on the final wheel's good explanation of the intention of the first and intermediate two wheels, therefore the first and intermediate two are established as provisional meaning, and the latter is established as definitive meaning. There is a necessity to teach in this way, because explaining the first as provisional meaning avoids the extreme of permanence, and explaining the intermediate as provisional meaning avoids the extreme of annihilation.

In order to abandon, because clinging to the established nature of the completely imputed as being permanent is the extreme of permanence, and clinging to the dependent arising and the thoroughly established as being unreal is the extreme of annihilation. Relying on the final turning of the wheel, one is able to abandon those two, because there, relying on the intermediate turning of the wheel being taught as provisional, the first turning of the wheel also abandons those two in the manner of explaining the provisional meaning of the root. Because on the phenomena of dependent arising, such as form, the completely imputed, which is completely imputed on the essence and the particulars, is not established by its own nature, and that which is not established in that way is established as the thoroughly established, and by showing that those two, the dependent arising and the thoroughly established, are truly established, the establishment of the three natures and the two truths of this system is also established as reasonable. Fourthly, if it is done in that way, there is a way of establishing the completely imputed that is completely imputed on the essence and the particulars, because this is form, the part of the completely imputed that establishes the name in this way is the completely imputed that is completely imputed on the essence, and this is the arising of form, the cessation, etc., the part that establishes the name in this way is the completely imputed that is completely imputed on the particulars. There is a way of establishing the thoroughly established, because in the way it is established like that, that which is not established by its own nature is established as the thoroughly established. All conditioned phenomena are dependent arisings, and the dependent arisings such as form are the object of clinging of the self-grasping conceptualization, and being established by its own nature is the completely imputed that is the complete cutting off of characteristics, and there is a reason to refute it, as it says in the Compendium of Vehicles: 'Because there is no mind before the name, because of its multiplicity and non-mixture, the self of that is many selves, and the self is established because it contradicts mixture.' It appears like this. Three reasons are stated here, the first is that the thought that arises when the belly is swollen, 'This is a pot,' does not depend on the sign, because the swollen belly is the basis for applying the name 'pot,' and it is established by the power of the reality of its own object. If you accept that, then even a child who does not know the sign will immediately have the thought, 'This is a pot,' just by seeing the swollen belly. Because you accept that. You cannot accept it, because you have not seen it arise in that way. The second reason is that for one Indra, there is power and city
