Others also have the Uposatha, but those who have not taken refuge do not. Thus it is said. Uposatha vows, you are mainly held by laypeople, but not only that, because other householders also have you. Although you exist, those who have not taken refuge in the Three Jewels do not, because taking refuge is definitely necessary as the basis for all these vows, and here it must be promised through taking refuge. The third is the distinction of a layperson: having vowed to be a layperson itself, proclaiming the vows like a monk. If everything is vows, then how about practicing one thing, etc.? It is said that this is said for the sake of guarding. Some think that, as stated in the sutra, merely taking refuge becomes a layperson. To this, the Kashmiris say: Merely doing so does not make one a layperson, because one must obtain the vows from vowing to be a layperson itself. Teaching the precepts is not contradictory, because it is for the purpose of knowing what to take and what to abandon. For example, just like telling the precepts of a monk. The people under the sun think that merely taking refuge becomes a layperson, this is the difference. If all laypeople are bound by vows, then what about the laypeople who practice one thing and practice several things, etc., as described in the sutra? There is no fault, because at the time of the initial promise, one promises to protect one or two things that one can protect, and it is said that practicing one thing, etc., is said for the sake of protecting it. To this, the Kashmiris think that initially promising to protect all the vows, and later protecting any one of them, is considered practicing one thing, etc., but the scholar's own system is not like that, because the meaning of the words has already been explained. If, like the Kashmiris, one promises to protect the four root vows of a layperson, but does not protect them, and only protects one of them, then there is the fault of breaking the precepts. It is said that this is a statement of dissatisfaction with the Kashmiri view. The fourth is: small, etc., as desired. Thus it is said. Vows, you have three types: small, medium, and large, just as there are three minds of wanting to take vows, small, medium, etc., so too the vows arise in that way.
