The ninth is: not believing in the Three Jewels, karma, and past and future lives, and holding wrong views. The tenth is: destroying towns and cities, etc., with harmful intent. The eleventh is: teaching emptiness to those who do not believe in profound emptiness, causing them to be afraid, and thus causing them to turn away from perfect enlightenment. The twelfth is: reversing faith in the Mahayana Dharma and transforming it into the Hinayana. The thirteenth is: allowing the abandonment of guarding the Pratimoksha vows, causing them to deteriorate. The fourteenth is: slandering that the Hinayana path cannot abandon all afflictions. The fifteenth is: saying to others that one has realized emptiness when one has not actually realized it directly. The sixteenth is: punishing practitioners and taking for oneself the stolen property of the Three Jewels. The seventeenth is: imposing harmful laws on practitioners who are diligent in Shamatha-Vipassana meditation, and taking their property, only giving to those who merely recite.
