The monks of Vaishali, due to inconsistent views and practices, conform to what is not Dharma, and by performing actions contrary to Dharma, they make it permissible in the manner called Alala. Venerable one, that is not permissible. Where was the rule established? It was established roughly. Based on what was it established? Based on the group of six monks. What offense is incurred? The offense of wrong-doing. This elder is the first basis, transgressing the Sutra Pitaka, transgressing the Vinaya Pitaka, separated from the Teacher's teachings, not entering the Sutra Pitaka, disregarding the Vinaya Pitaka, contradicting the Dharma nature. If it is shown as permissible and used, is it being ignored? He sits without saying anything. That elder is there, so this should be reported. Is approval permissible? Treat him like the five. Having acted as before, allow the nearby monks to approve, and thereby make it permissible. It is not permissible, merely roughly. The group of six monks committed wrong-doing. Universal use means digging the ground with one's own hands and making it permissible through universal use. In Shravasti, the group of six monks committed a downfall offense. Salt is, for as long as one lives, mixed with what is permissible at the time and used, and made permissible at the time. In Rajagriha, Shariputra committed a downfall offense. Permissible by the road means having gone a krosha or half a krosha, gathering together and eating food, and then making it permissible by the road. Another says, 'You engage in what is not permissible and create bubbles in the teachings, so you will certainly perform the act of expelling us from the monastery.' Having said this, they are frightened and give Fame's disciple robes and Dharma garments, etc., as collateral. Then, Fame seeks patrons and, upon returning, those disciples say, 'Abbot, it is proper to reverse such thoughts, for in the scriptures after the passing of the Teacher, if it is permissible to live in such and such ways, why do you do harm to them?' Having said this, he knows that they have betrayed him and speaks these words: 'He who hastens what should be delayed, and delays what should be hastened; he who completely abandons what should be done properly—that fool goes to suffering.
