Doing. They urged him with words like, "Why does the speaking sun remain silent today?" But he said nothing and left. The Teacher was also focused on dejection, so Indra requested, "Like the full moon freed from the constellations, your mind is completely liberated. Please rise up victorious from the battlefield, please shine the light of wisdom in the dark world." He pleaded in this way, but he said nothing. Brahma said, "There will be universal seeking, please, Sage, teach the Dharma." The Teacher said, "Beings are bound by desires, constantly increasing. I realized it with great effort, therefore teaching is of no benefit." Again, the Teacher focused on dejection, and inauspicious signs appeared, such as the fire not burning. The Crested One said, "Here in Magadha, previously there was impure Dharma, the speech of a Bodhisattva with defilements appeared. Therefore, please, Sage, open the gate of nectar, please listen to the stainless Buddha Dharma." He earnestly pleaded. The Blessed One, looking at the uncertain beings, said, "Brahma, among the beings in Magadha, whoever has ears and faith, and always listens to the Dharma in their lifetime, I will open the gate of nectar for them." He thus assented. Then, the gods of the Bodhi tree, the god of desire, and others asked, "Where will the Teacher turn the wheel of Dharma?" He replied, "In Varanasi." They said, "There are few people there and little shade, it would be better elsewhere." The Teacher replied, "Good-faced one, do not say that." He thought, "To whom should I teach the Dharma first, who is easy to subdue?" He knew that Alara Kalama had passed away seven days ago, and Uddaka Ramaputta had passed away three days ago. He thought, "I should teach the Dharma to the five ascetics," and so he went from Magadha to Sarnath. On the way, he met a renunciate and talked to him a lot. The renunciate said, "Your faculties are clear, your skin is clean, from whom do you practice the pure conduct?" The Teacher replied, "I have no teacher, there is no one like me, I am the only one who has become fully enlightened, I have become cool, without outflows." He said, "Do you claim to be an Arhat?" The Teacher replied, "I am the Arhat of the world, I am the unsurpassed teacher, the gods and non-gods

Accompanied by radiance. I have no equal. He said: Do you profess to be a victor? He replied: Those who have exhausted defilements should know that someone like me is a victor. I have conquered sinful dharmas, therefore, approaching me is pride. He said: Where are you going? He replied: I am going to Varanasi. Having gone to that bright city, to the world like the blind, I will bring unparalleled light. He said such things. He said: So be it. Saying this, he went south. The Teacher went north through the cities of Rigaya, Lengya, Chandanlar, and Kalo, and arrived at the banks of the Ganges. The ferryman of the Ganges asked for a boat fee, and the Teacher said that I have no boat fee, and then ascended into the sky. King Rupin heard this and later decreed that renunciants should not be charged boat fees.

Having circumambulated, seated in the fourth position, light illuminated the three thousand worlds, the earth shook, and sentient beings were purified. Then, the gods offered a golden wheel with a thousand spokes, requesting the turning of the Dharma wheel. In the morning, he did not speak; at midday, he spoke truthfully; in the afternoon, he taught the five monks. Monks, these two extremes should not be practiced by those who have gone forth, namely, indulgence in sensual pleasures and exhaustion. Having abandoned these two extremes, the Tathagata teaches the Dharma through the Middle Way, which is the Noble Eightfold Path. Monks, these are the Four Noble Truths: suffering, origin, cessation, and path. And so on. Suffering is to be fully known, origin is to be abandoned. And so on. Suffering has been fully known, origin has been abandoned. And so on. By repeating the Four Noble Truths three times, the wheel was turned in twelve ways, and Kaundinya became an Arhat, and the Three Jewels were accomplished. Thus, in twelve ways, the Dharma wheel was well turned, Kaundinya fully understood, and the Three Jewels were manifested. So it is said. This Dharma wheel also has a place, time, retinue, Dharma, and purpose, which are explained in five ways. First is Varanasi. Time, some say six years and six months. Chimpa says seven years. Chak says seven years less two months. The retinue is Kaundinya, Ashvajit, Vashpa, Mahanama, Bhadrika, these five people. And many divine retinues. The Dharma is the three-time repetition of the Four Noble Truths, the twelve-fold wheel. The Treasury says: The Dharma wheel is the path of seeing, understood by the spokes such as going quickly, etc. The path of seeing is the wheel, because of going quickly, abandoning, entering, and causing to overcome what has not been overcome, establishing the one who has overcome, increasing and decreasing, and being in accordance with the Dharma, therefore it is the Dharma wheel. Venerable Yangdro says that the view, thought, effort, and mindfulness of the Noble Eightfold Path are the spokes, speech, action, and livelihood are the center, and samadhi is the rim, and being in accordance with the Dharma, therefore it is the wheel.
