On the other shore, there is no Nirvana. The meaning of what is said should be contemplated. Likewise, worldly praise and curses, as well as fierce mantras, were taught in the past in Akanishta (highest pure abode) by the Great Glorious One to those difficult to tame, such as Rakshasas, demonstrating the wondrous activities of uniting and liberating, and at once subduing the difficult to tame in the world realm. He took the essence of their lives, the union of mantra lineages, the accumulation of actions, and the distinctions of rituals. He placed them in the mandala, gave empowerments, bestowed names in accordance with their lineage, gave prophecies, bestowed the father-descent of food, entrusted them with the responsibility of actions, and thus, having truly known the different beings, lineages, birthplaces, colors, shapes, behaviors, thoughts, ascetic practices, customs, and definitive expressions of words, as well as the different paths of words, He taught mantras, mudras, and mandalas that were appropriate to each of those realms. In order to accomplish common activities and attainments, not only this, but also many worldly mantra lineages were taught. Although these are not the path of Nirvana by their own nature, they are taken by the mind of enlightenment, so by teaching them, beings are guided through many doors without confusion, and the continuum of omniscience becomes sharp. Therefore, the All-Knowing One taught them, and the confusion of the secret mantra skillful means is not meant for this kind, so if not, to what should it be attributed? Likewise, in the Vajrapani Empowerment Tantra, it is also said: Vajrapani arose from that samadhi, and sravakas (listeners), pratyekabuddhas (solitary realizers), gods, nagas (serpent beings), yakshas (nature spirits), gandharvas (celestial musicians), asuras (demigods), garudas (mythical birds), kinnaras (mythical beings, half-human and half-horse), mahoragas (great serpents), humans and non-humans, and all sentient beings' lives, with a host capable of subduing, entered into the samadhi called "Burning a Hundred Million Kotis," and at the moment of uttering the sound of the mantra, the retinue endowed with everything, like a grove of water trees with its roots cut, like being moved by a great wind, was overturned face down onto the great wheel of the vajra mandala. At that time, all of those Buddha-fields and all of the thousand world realms were burned and turned to ashes.

Alright! At that time, the Tathagatas said "Well done" to Vajrapani and gave the teaching: The practice of mantras is like an ocean, this essence possessing great power, this is the protector of this teaching, in this place of the Great Vehicle, constantly subduing the difficult to subdue, great hero, you explain! Then, Manjushri, having become a youth, blessed them and said this to Vajrapani: Son of the lineage, please grant a little the gateway to enter the samaya to this retinue, in that way, they will obtain the hope of life and faith in this teaching, and offer their own secret mantra essence. Having said that, Vajrapani said to Manjushri: Having obtained mastery over samadhi, like the sky, without attachment, constantly fulfilling the aspirations of all Buddhas, the practice of all secret mantras, and likewise the practice of secret mantras, asceticism, signs and forms, time, place and ritual, speak! Then, Manjushri blessed them, and they arose and said: Alas, wisdom! Alas, joy! Alas, mantra knowledge is inconceivable! Therefore, all of us possess protector, meditation and joy, with peaceful minds, without any hardship, we vow to uphold the Buddha's teachings. In the presence of the Buddhas, all of us are present, in this great king of rituals, we offer the pure essence. After making this request, the Yakshas, Rakshasas, Matrikas, Dakinis, Rakshasas, Vidyadharas, Kinnaras, Gandharvas, Nagas, Bhutas, the four sisters, and others in the retinue, offered their respective essences, and spoke of the common and individual methods of accomplishment, mandalas, mantras, mudras, and the contemplation of rituals. Like this, it appears that this conceptualization of translating into Tibetan the scriptures in which worldly deities and mandalas exist, as they appear in the tantric texts that have been established from the beginning, has occurred both early and late. The great teacher bound those gods and demons in the land of Tibet by means of repeated binding, and it is possible that he placed the main ones among them into the mandala with those rituals mentioned earlier, but it was only that much.
