As a symbol of practice and accomplishment of activities, Mount Meru has four tiers. As a symbol that all dharmadhatu is free from elaboration, the mountains appear continuously without interruption. Mount Meru looks upwards, symbolizing that the dharmakaya of the Mother receives blessings. Mount Meru sways, symbolizing that the dharmakaya of the Mother pervades everything. Mount Meru appears in the shape of the four continents, symbolizing that the great Mother possesses four kinds of compassion. Mount Meru is surrounded by eight small continents, symbolizing that the great Mother possesses eight kinds of miraculous feet. Mount Meru possesses wish-fulfilling trees, symbolizing that the great Mother possesses a father of perfect enjoyment. Mount Meru possesses seven golden mountains, symbolizing that the great Mother benefits sentient beings in four ways: body, speech, mind, qualities, and activities. Mount Meru possesses seven playful oceans, symbolizing that the great Mother cuts off samsara without end. Mount Meru sinks into the ocean of eighty thousand yojanas and rises eighty thousand yojanas, symbolizing that the Mother does not distinguish between samsara and nirvana. Mount Meru is connected to the seven golden mountains and the seven playful oceans, symbolizing that the great Mother combines skillful means and wisdom. From Mount Meru arise nine kinds of grounds: the lowest tier collapses to form the hell realm; the second tier forms the animal and hungry ghost realms; the third tier, formed by merit, is the human realm; the fourth tier is the land that emanates fragrance; the fifth tier is the land of the nagas that can move; the sixth tier is the land of palaces adorned with jewels; the seventh tier is the land of high-caste devas; the eighth tier is the land of offering clouds; the ninth tier is the unborn land indicated by name. Thus, the nine grounds arise from Mount Meru. Similarly, the great Mother herself, the dharmakaya of the fundamental Mukali, also gives rise to nine successive vehicles: connect the hell realm with the Shravaka vehicle. If the root downfall is lost, one will be born in hell. That is also the suffering of hell that is depressing. The asceticism of the Shravakas is depressing. Connect the hungry ghost and animal realms with the Pratyekabuddha vehicle. The Pratyekabuddha loses the dependent origination, and due to ignorance, creates existence, therefore will be reborn as a hungry ghost.

Homage! Afflicted by hunger and thirst, blinded by the ignorance of animals, for the sake of liberation from that, for the meaning of the solitary Buddha eliminating desire, meditate alone like a rhinoceros horn. To dispel ignorance, build a nest like a parrot in the place where the Garuda dwells. Correspond with the ground of the mother of all accomplishments and the vehicle of the Bodhisattva. People accumulate merit, therefore they are born into high positions in royal and religious families. Those who do not accumulate merit fall into the cycle of the deaf and dumb. Obtaining two benefits is the vehicle of the Bodhisattva. The fourth ground corresponds to the fragrance of incense and the Kriya vehicle. Kriya is pure, holding it as the nature of Dharma, holding the wisdom being as the lord, and taking incense as an offering. The transformation of behavior corresponds to the ground of wind and Upaya. Upaya itself acts with three methods, acting like the wind. The ground of the palace adorned with jewels corresponds to the first Yoga. That very Suchness appears in five ways, the five fruits, jewels, lotuses, houses, and the burning Buddha, offer the mandala. The status of noble lineage corresponds to the ground of the gods and Maha Yoga. With the five desires, regard the self-born Buddha as an ornament. Meditate on the five aggregates as the mandala of the gods. Offering relies on clouds, corresponding to Anu Yoga. The four discriminations are determined manifestly, like rain falling from the clouds, filling the earth, like herbs and crops growing. The realm and wisdom are non-dual, and the five wisdoms arise in the Dharmakaya, and one becomes enlightened in the pure body and wisdom. Represented by name, corresponding to the unborn ground and Ati Yoga. At the time of Ati Yoga, the Dharma of Samsara and the Dharma of Nirvana are only represented by name, and that very self-born Samantabhadra Buddha becomes enlightened. Thus, the basis for the arising of all qualities, such as the categories of vehicles, is the Great Mother with four faces. What appears without interruption is the miraculous power of the Father. To indicate that the Mother possesses the characteristics of the nine successive vehicles, the wooden model of Mount Meru has nine sections. In the nine sections, place nine brocade bags, filled with silk, various grains, and essences. Thus, in that Great Mother, what appears by the nature of emanation, the five elements are the five outer Dakinis.
