The one who recites the offerings to the complete Buddha. If the stupa contains relics, it will immediately become 671. The wise should make offerings to all the stupas of the Tathagatas. For those with relics, according to the ritual, it should be explained in particular. Offer water and various foods in a pleasing manner. After offering gugul incense, the one with Bodhicitta should prostrate to all the Tathagatas with respect. Facing the stupa, recite for the sake of pacifying and increasing. The sacred Dharma should be recited, and the stupa should be offered in the three times.
