In the center of the auspicious lotus, the teacher's red letter is Hūṃ (ཧུ༷, Devanagari: हु, Romanization: hū, meaning: seed syllable). Around it, with precious golden threads, are strung thirteen lines of Kulu script. Emanating outwards, it inspires the vows of the Buddhas; gathering again, it bestows accomplishments. The intention of scattering and gathering is never interrupted. This is also the recitation of the heart of empowerment, with which the Buddha's intention is accomplished. Oṃ Hulu Hulu Phaṭ (ཨོ་ཧུ་ལུ་ཧུ་ལུ་ཕཊ, Devanagari: ओ हुलु हुलु फट्, Romanization: oṃ hulu hulu phaṭ, meaning: Om, Hulu, Hulu, Phat). In the center of the Nirmāṇakāya mandala, there are sixty-four petals: Tsi, Kha, Sha, Sa, Ra. Surrounded by Hulu. Sru, in the center of the Nirmāṇakāya mandala, the letter of emptiness is yellow, the letter of meaning surrounds Hulu, like sparks striking iron. The intention of scattering and gathering is never interrupted, emanating outwards, it inspires the vows; gathering again, it bestows accomplishments. This is also the empowerment that bestows jewels. Sru Hulu Hulu Phaṭ (སྲུ་ཧུ་ལུ་ཧུ་ལུ་ཕཊ, Devanagari: स्रु हुलु हुलु फट्, Romanization: sru hulu hulu phaṭ, meaning: Sru, Hulu, Hulu, Phat). In the secret fire-wind action wheel, Khu, in the great places of the three bows, the teacher's letter is green Ha, finally surrounded by the seed syllable Hulu, like a rosary of precious roots, one emanating to another, light dripping, dripping, emanating outwards, I Sa inspires the vows; gathering again, it bestows accomplishments. This is also the recitation of the empowerment action. Oṃ Hulu Hulu Phaṭ (ཨཱོཾ་ཧུ་ལུ་ཧུ་ལུ་ཕཊ, Devanagari: ओँ हुलु हुलु फट्, Romanization: oṃ hulu hulu phaṭ, meaning: Om, Hulu, Hulu, Phat). Hra (ཧྭ༷, Devanagari: ह्रा, Romanization: hrā, meaning: seed syllable), first, by proclaiming the sound of speech, it inspires the vows of the Buddhas of the three times; in the middle, by proclaiming the sound of speech, it bestows accomplishments upon the practitioner; finally, by proclaiming the sound of empowerment, it liberates from the lower realms of saṃsāra forever. It subdues demons, rākṣasas, and nāgas. The action of empowerment is done in this way. Practice in this way, cultivate in this way, the blessings of the mantra arise in this way. Therefore, Hulu is the best of recitations. Thus it is said. From the Tantra of the Great Action of Hūṃ (ཧུ༷, Devanagari: हु, Romanization: hū, meaning: seed syllable), the third chapter, the chapter on recitation mantras. Then, the son Heruka, requested the King of Empowerment thus: King of Empowerment, Heruka, Supreme Teacher, I wish to listen. If practicing specifically, how should it be done? How should the common practice be carried out? How is the action of killing and saving shown? Where is the ultimate end of the action spoken of? Thus he requested. Then the King of Empowerment spoke: Listen, son of the assembly of many Buddhas,
