The method for that. Firstly, vows and precepts are only obtained from the rituals spoken by the Tathagata; otherwise, there are no vows and precepts, only mere conduct. Regarding the time of obtaining them, previous Khenpos believed that they arise at the end of the final part of reciting the three vows when taking vows before the empowerment. If someone says that the vows taken at this time do not arise, then the vows of Pratimoksha and Bodhisattva vows would also not arise, because there is no reason or valid cognition to say that the other two have the power to arise, but this one does not. There is valid cognition for this one to arise, vows do not go beyond the two possibilities of arising or not arising, and since there is no valid cognition for not arising, it is established that it arises. Otherwise, the Buddha's explanation of the ritual would also become meaningless. As the great translator Rongzom said in his ritual for vows: "First, take the common vows, then take the special vows, enter the mandala, receive empowerment, and become a vessel for accomplishments." However, it is not that all the Vajrayana vows and precepts have been taken and completed, because many different empowerment vows and precepts still need to be taken. For example, even if one has received the Upasaka vow, it cannot be counted as having received the Pratimoksha vow, but it is not that the limbs of the Pratimoksha vow are complete, because one can still take the Sramanera and Bhikshu vows. Furthermore, when entering according to the method of taking common vows, in order to make the basis of maturation possess vows, the very act of taking vows through commitment, when receiving empowerment again, the power of the vows must increase. According to the view of the omniscient great scholar's commentary, the key point is that vows and precepts are the same in essence but different in aspect. This is also because the part of the ritual that cultivates the seeds of virtuous qualities in the mindstream is also a vow from the aspect of holding the secret Vajra of all Buddhas, and it is also a precept from the aspect of restraining one's own mindstream, just as a pot is both made and impermanent. As it says in the Uttaratantra: "Whoever does not transgress diligence,"

It is also said, "In the path, too, the samaya is spoken of. Taking a vow is considered discipline." In the "Detailed Tantra," it says, "Thus, all three hundred and sixty, with my three supreme vajras, not to go astray is the essence of discipline, it is said to be like the earth." Here, at the time of entering, although the individual vows are not specifically taken from the empowerment text, the giving of the samayas of body, speech, and mind itself is the taking of vows, because in the ritual it says, "The three syllables of self-nature, body, speech, and mind, are blessed with splendor, it is said to be the supreme samaya vow." Therefore, secondly, the nature of what is to be attained is the nature of samaya, and its greatness and distinctions are truly determined. The first is that all the samayas, such as the root and branches, are the nature of one's own mind being non-dual, because from its meaning, all the Tathagatas do not transcend that nature. Thus, it is also said in the "Samaya," "All the samayas are great vajras, they are the nature of all the Buddhas." And in the "Extensive," it says, "What is called samaya, samaya, is not something that exists separately, one's own mind is the samaya."

From the empowerment instructions of the Treasure Trove "Mind Drop": The Pratimoksha and Bodhicitta, The assembly of vows within the Vidyadharas. These three, although differing in appearance, are complete in essence and transformed, therefore they are gathered and perfectly pure. How do they differ in appearance? There are four: the duration of time, what is followed, what is mainly emphasized, and the difference in purpose. First, the Pratimoksha is until the end of life, the Bodhisattva vow is until the essence reaches enlightenment, and the mantra vow is the difference in vowing until samsara is not empty. Second, the difference is in following the noble Arhat, the Bodhisattva who has entered the great bhumis, and the Tathagata. Third, the practice of training in the seven abandonments of outer body and speech is the Pratimoksha. Training in compassion, mainly abandoning the three actions of the inner mind, is the Bodhisattva vow. Not deviating from the meaning of equality with the confidence of realization and habituation is the mantra vow. Fourth, aiming at one's own benefit, the benefit of others, and the great benefit of others, apply them in order. In the second essence, there are two: completeness and transformation. First, the Pratimoksha is turning away from actions that harm others, the Bodhisattva vow is engaging in actions that benefit others on top of that, and the mantra vow is, on top of engaging in both of those, practicing the deeds of the Buddha, and being skilled in the means of effortlessly accomplishing the benefit of others in the state of great equality, therefore it is complete in everything. Therefore, if one can keep the samaya of mantra without breaking it, then one can also keep the lower Vinaya vows incidentally, so there is no need to keep them separately. Just as if three ingredients are complete, there is no fear that any one of them is missing, because the qualities are gathered upwards. Thus, it is also said in the Clear Illumination: If one abides in the Mahayana samaya, All the Vinaya vows of the lower levels, Can be kept without having to guard them, They are Bhikshus, Bodhisattvas, Yogis, and Great Yogis. Second, being purified by transformation, the actions of the three doors that are performed by the afflictions bind samsara, but when one takes hold of wisdom and compassion on one side and enters the vows of abandoning what should not be done, it becomes the cause of higher realms and liberation.
