Granting the ten empowerments of benefit. To those who are diligent in benefiting themselves and others, grant the five empowerments of inner capacity; to those who possess conduct and wisdom equally, grant the three empowerments of profound secrets according to the order of the vessel. If you grant to those who cannot bear it, the lineage of the offspring will be wasted, so the master should take care of the disciple with extra compassion, without wasting their lineage. As it says in the Root Tantra: Wherever there is faith and diligence, And endowed with three vows, Planting the seed and generating power, The empowerment of bliss is granted in order. The third part has two aspects: the measure and setting the marks on it. The first is the measure: Generally, in the system of secret illusion, it is said that five empowerments are conferred in four kinds of mandalas. That is, the benefit empowerment in the outer remaining image, the power empowerment in the inner body mandala, the secret empowerment and wisdom empowerment in the secret bhaga, and the great bliss empowerment in the mandala of the mind of suchness. Here, the mandala of the secret empowerment, whether embossed or drawn, represents the secret space of the father and mother. A four-finger-wide lotus and a one-finger-wide vajra. Compared to a cubit-long mandala, etc., it is extremely subtle, and the symbol represents the symbolized space, representing the lifeblood of bliss wisdom, it is the supreme mandala of samaya.
