Not complete. If there is a mind with afflictions, and there is also intention, but it is not fully practiced and has not reached the ultimate, then the action is not complete. If both affliction and intention are present, and it is fully practiced on it, but it has not reached the ultimate, then the action is not complete. If affliction, intention, and the full practice of it reach the ultimate, then the path of non-virtuous action is complete, and one should understand the nature of all non-virtuous actions. Third, the division of the ten paths of action has five aspects: basis, perception, intention, affliction, and completion. Among them, the basis refers to the determination of the respective objects of the ten paths of action, such as killing living beings where the basis is sentient beings, and the various non-virtuous ten paths of action arising from non-sentient beings. Perception refers to observing four aspects: perceiving it as it is, perceiving it as it is, perceiving it as not it is, and perceiving what is as not it is. Intention refers to whatever desire to do, whether it is inverted or not inverted from perception. Affliction refers to desire, hatred, or ignorance, or all three of desire, hatred, and ignorance. Completion refers to the action related to that action being fully completed in that lifetime or afterwards, and one should understand the respective situations of the ten paths of action in these five aspects. If there is a mind with afflictions, but it is not fully practiced with intention, even if it is complete, the action that is elevated to the path of action is not complete. If both mind and intention are present, but another object inverted from the mind is practiced and reaches the ultimate, then the action is not complete.
