It is said that there is no contradiction with conventional truth, etc. It is extensively explained in the Sutras, Vinaya, and Shastras. Therefore, there is no contradiction in establishing the first two Dharmachakras as temporary and provisional meanings. Extensive Explanation of the Distinction Between Provisional and Definitive Meanings Extensive explanation of the three aspects of refutation, establishment, and abandonment in establishing the three Dharmachakras as provisional and definitive: Some consider the intermediate teachings to be the ultimate definitive meaning, and the final teachings to be provisional meanings. However, this is explained in detail by the Sugata's own teachings, based on reasons. Refutation based on acceptance. And refuting various other wrong conceptions, there are four types. Refuting the View that the Intermediate is Definitive Firstly, in the Sutra that definitively explains the Sugata's intention, it says: The Bhagavan first, in Varanasi, in the Deer Park of the Fallen Ascetics, for those who have entered the Hearer Vehicle, taught the aspects of the Four Noble Truths. Thus, he turned the wheel of Dharma, which was wonderful and amazing, and had never been turned in accordance with the Dharma in the world by anyone, whether they were gods or humans. The wheel of Dharma turned by the Bhagavan is supreme, occasional, and of provisional meaning, and is the basis of dispute. The Bhagavan, starting from the non-existence of the essence of all phenomena, from the non-arising, the non-cessation, the peace from the beginning, and the natural complete Nirvana, for those who have entered the Great Vehicle, turned the second wheel of Dharma, which was extremely wonderful and amazing, by speaking of emptiness. The wheel of Dharma turned by the Bhagavan is also supreme, occasional, and of provisional meaning, and is the basis of dispute. The Bhagavan, starting from the non-existence of the essence of all phenomena, from the non-arising, the non-cessation, the peace from the beginning, and the natural complete Nirvana, for those who have entered all vehicles, turned the third wheel of Dharma, which was extremely wonderful and amazing, with excellent distinctions. The wheel of Dharma turned by the Bhagavan is unsurpassed, timeless, and of definitive meaning, and is the basis of dispute.

It is not what it has become! Thus he said. Look at the clear statement like this. Saying that the second teaching is definitive meaning, and the third teaching is provisional meaning, there is no such teaching that can be established in all the translations in Tibet. The Five Dharmas of Maitreya, the Three Cycles of the Samdhinirmocana Sutra, the Six Ornaments and Two Supremes, and the treatises that interpret the intention of the teachings, none of them can testify. Because the Dharma Teacher said that the intermediate teaching is definitive meaning and the third is provisional meaning, we, the followers of Shakyamuni Buddha, should make sure that we do not make mistakes in accepting or rejecting Shakyamuni Buddha and the Dharma Teacher. It is also important to purify the pure appearance of the Dharma Teacher. After saying that, saying that the third teaching is definitive meaning, and saying that the teaching is provisional meaning, there is no pure statement and reason except for blindly following, so it must be refuted once. There are other desperate words as well. After the statement of the Samdhinirmocana Sutra, the Bodhisattva of Ultimate Truth asked the Blessed One, after hearing this teaching of the Third Dharma Wheel, how much merit will be generated by generating faith, writing and holding, reciting and offering, transmitting, explaining, and practicing in the mind? The Blessed One replied: Although it is not easy to make a comparison, to put it simply, comparing the dust on the tip of a finger with the dust on the earth, and the water in a cow's hoof print with the water of the four great oceans, even one percent or even one ten-millionth is not comparable. Similarly, comparing the merit generated from faith, hearing, thinking, and meditating on the first and second Dharma Wheels, with the merit generated from faith, hearing, thinking, and meditating on the third Dharma Wheel, even one percent or even one ten-millionth is not comparable. What is the name of this Dharma category? The Blessed One replied: This should also be recorded as explaining the ultimate definitive meaning. The Blessed One does not lie, therefore, what is not definitive meaning is said to be definitive meaning, and what is not provisional meaning is said to be provisional meaning. The Venerable Maitreya said: There is no one in the world more intelligent than the Buddha, therefore, do not disturb the sutras that the Buddha has established as provisional and definitive meaning. If you disturb them, you are destroying the teachings of Shakyamuni Buddha,
