It is the view of the final turning of the wheel. These views are not mutually exclusive, but rather one is added upon the other, isn't it? Likewise, with faith in the infallibility of cause and effect, the holy Dharma, the Vinaya, etc., and the training in morality, etc., are the conduct of the first turning of the wheel; in the state of profound emptiness, the unobstructed manifestation of power, and the training in Samadhi, etc., are the conduct of the intermediate turning of the wheel; in the state of perfect and complete luminosity, the great conduct of benefiting others is the conduct of the final turning of the wheel. These conducts are not mutually exclusive, but rather one is added upon the other to be practiced, isn't it? Thus, having practiced all these views, meditations, and conducts, adding one upon the other, isn't it possible to attain the Buddhahood of the union of the two Kayas? Now, there are those who teach this sacred Dharma, those who listen to the teachings, those who understand after listening, and those who put it into practice. It is said: Rare are those who teach the sacred Dharma well, Even if taught, rare are those who listen to it, Even if they listen, rare are those who understand it well, Even if they understand, rare are those who practice it. The first mainly shows the view of cause and effect, The second mainly shows the view of emptiness, The third mainly shows the view of luminosity, Are not all three of these separately true? The first shows the meditation on the four truths of cause and effect, The second shows the meditation on non-conceptual emptiness, The third shows the meditation on non-conceptual luminosity, Are not all three of these separately true? The first shows the view, meditation, conduct, and result of conventional truth, The second shows the view, meditation, conduct, and result of self-emptiness, The third shows the view, meditation, conduct, and result of other-emptiness, Are not all three of these separately true? The first turning of the wheel was turned for those who entered the Hinayana, The second turning of the wheel was turned for those who entered the Mahayana, The third turning of the wheel was turned for those who entered all, Are not all three of these separately true? Again, it is said: The first turning of the wheel showed the conventional truth, The second turning of the wheel showed the conventional self-emptiness, The third turning of the wheel showed the ultimate other-emptiness, These are the rough general classifications. The first turning of the wheel showed the training in morality, The second turning of the wheel showed the training in Samadhi.

The third Dharma wheel teaches the practice of wisdom. That is also a rough general establishment. The first Dharma wheel mainly teaches conduct. The second Dharma wheel mainly teaches meditation. The third Dharma wheel mainly teaches the view. That is also a rough general establishment. The first Dharma wheel mainly teaches means. The second Dharma wheel mainly teaches wisdom. The third Dharma wheel mainly teaches union. That is also a rough general establishment. The first Dharma wheel teaches virtue with characteristics. The second Dharma wheel teaches the quiescence of no characteristics. The third Dharma wheel teaches the ultimate insight. That is also a rough general establishment. The first Dharma wheel was taught to those with dull faculties. The second Dharma wheel was taught to those with medium faculties. The third Dharma wheel was taught to those with sharp faculties. That is also a rough general establishment. Again, it is said: The first Dharma wheel placed [beings] on the correct path. The second Dharma wheel ripened those who had entered the path. The third Dharma wheel liberates those who are ripened. I prostrate to the Dharma King, the Powerful Sage. Although you speak of the union of the two truths, some fall into the side of conventional truth alone. Others stray to the extreme of ultimate truth alone. Please bless me to realize the union of the two truths. Although you speak of the union of the two accumulations, some are arrogant with merit with characteristics alone. Others are intoxicated with non-conceptual samadhi alone. Please bless me to accomplish the union of the two accumulations. Although you speak of the union of the two bodies, some hold that only the Dharmakaya is the teacher. Others say that only the Rupakaya is the protector. Please bless me to accomplish the union of the two bodies. In order to gradually wash away the defilements of those to be tamed, even though the rain of the three Dharma wheels is poured down, if one can attain Buddhahood by relying on just one of them, please bless me to practice all three. Then, are these three Dharma wheels each true? How should those who believe that the intermediate teaching is provisional and the final teaching is definitive understand this? In general, definitive meaning has two types: provisional definitive meaning and ultimate definitive meaning. Also, it is said that all that teaches conventional truth is provisional, and all that teaches ultimate truth is definitive. Explaining conventional truth as provisional and temporarily as definiti
