In the early period of the Later Propagation, after Langdarma (Tibetan: གླང་དར་, the destroyer of Buddhism) suppressed Buddhism, Lume (Tibetan: ཀླུ་མེས་) and others established the monastic community. Although the lineage of Pratimoksha vows (Tibetan: སོ་ཐར་སྡོམ་པ) was not interrupted, the monks each preached their own fabricated Dharma (Tibetan: རྟོག་ཆོས), leading to different and conflicting views. Those wearing blue lower garments (Tibetan: ཤམ་ཐབས་སྔོན་པོ་ཅན) and Ācāryas (Sanskrit: Ācārya, Tibetan: ཨཱ་ཙཱཪྻ་, Romanized Sanskrit: Ācārya, Literal meaning: Teacher of conduct) with red feet changed the way of practice, causing this way of practice to flourish among the monks of Upper Ngari (Tibetan: མངའ་རིས་སྟོད). Many immoral mantra practitioners practiced union and liberation (Tibetan: སྦྱོར་སྒྲོལ) and other practices literally, causing most Tibetans to be disgusted. At that time, Lha Lama Yeshe-Ö (Tibetan: ལྷ་བླ་མ་ཡེ་ཤེས་འོད་) issued an order to the mantra practitioners, in which he explained the common Sutra path and forbade those who did not conform to this path from claiming to be mantra practitioners and recklessly engaging in union and liberation and other practices. This is not a reply, but an admonition. The Great Translator Rinchen Zangpo's (Tibetan: ལོ་ཆེན་རིན་ཆེན་བཟང་པོ) refutation of mantra heresies was similar to this, but did not prohibit the Nyingma (Tibetan: རྙིང་མ་) school. Around this time, the New Translators (Tibetan: གསར་ལོ་) gradually appeared, and they went to India to translate various scriptures. They took what was widely known in India, but did not obtain those secret and sealed scriptures, so they only got the seeds. The New and Old Translators hated each other, arguing about who was better and who was greater. Because demons stirred up trouble between the Dharma and practitioners, many people claimed that most of the Inner Tantras (Tibetan: ནང་རྒྱུད) were fabricated by Tibetans themselves. It is said that Migö Lhatse (Tibetan: མི་འགོས་ལྷས་བཙས) wrote a letter of slander, saying, 'These were all fabricated by the translators themselves, and they do not exist in India. Even if you ask the Panditas (Sanskrit: Paṇḍita), they will say it is not true.' Apart from this foolish statement out of jealousy, there is no other reason. Later, the orders of Zhiwa-ö (Tibetan: ཞི་བ་འོད་) and the refutations written by Paljin (Tibetan: དཔལ་འཛིན་) and others were the beginning of this dispute. From this, those who harbored hatred slandered the old Dharma, and those who were ignorant were misled by rumors, thinking that the Dharma was not authentic. I would like to examine whether these statements are true or not, and I hope that those who are wise and impartial will carefully discern who is right and who is wrong. If it is indeed not the Dharma, then of course it should be refuted after understanding it. Otherwise, it would be bad to accumulate the karma of abandoning the Dharma. As for saying that these Dharmas do not exist in India, how could a Tibetan translator who walked a long distance on foot have traveled all over India? Think about it, even if it is a small place like Tibet, can one or two people on foot travel all over it? If the 'Bum' (Perfection of Wisdom Sutra) was brought from the Naga realm by Nagarjuna (Klu sgrub), then how did the 'Extensive Perfection of Wisdom Sutra' (Bum rgyas pa), and other Sanskrit originals like the 'Heap of Jewels' (dkon brtsegs) disappear after failing three times in debates in the Abhidharma (chos mngon pa)? To assert that something is definitely not the Buddha's teaching if it is not found in a single temple in Tibet is extremely narrow-minded, like childish babble. Just because it exists in India, saying 'only this much' is like that. The Tibetan Kangyur (bka' 'gyur) and Tengyur (bstan 'gyur) do not state it like a catalog. Nor is it said that printed copies were collected in one place. Even if various things were collected, how could everything be collected? After the Brahmin king Royal Friend (rgyal bshes) degraded the teachings, the monks collected the volumes of the three pitakas from various countries and places, and when they were thoroughly collected in a destroyed country, it is said that the basis of collection was damaged because the original higher texts were not found. Also, in the Secret Mantra, the 'Hundred Thousand of Chakrasamvara' (bde mchog 'bum pa) and others that were not prevalent in the human realm, and the extent of the tantras of Action, Performance, and Yoga, as explained in the 'Source of Chakrasamvara Vows' (bde mchog sdom 'byung) and the 'Collected Essence of Wisdom' (ye shes snying po kun las btus), are difficult to find examples of even in India, and if they do not exist, then no translator has seen all of them from India. Even in the translated Tripitaka of the Early Translation School, no one has been able to compare and contrast with the Sanskrit originals. If even those who can read Sanskrit originals are rare, how can one know whether all the Secret Mantras exist or not? Not all mantras were made into books from the time of the Buddha and piled up in each temple. As prophesied, when the collector Vajrapani (phyag na rdo rje, Sanskrit: Vajrapāṇi, Devanagari: वज्रपाणि, Romanization: vajrapani, meaning: Vajra in hand) and the Dakinis of Space (dbyings kyi mkha' 'gro) released the seal, the accomplished masters gradually invited them. For example, the Guhyasamaja Tantra (gsang 'dus rgyal po) was transmitted from King Indrabhuti and spread from the land of Oddiyana to India. Later, Vajrabhairava (rdo rje 'jigs byed) was found by Lalita. After that, the Kalachakra (dus zhabs pas) brought the Kalachakra teachings, and so on. Therefore, all the important teachings, even if they existed at that time, might not have been proclaimed because there was a seal not to show them. Therefore, those wandering translators who only see what is in one temple and decide that other teachings of the Buddha are not the Buddha's words are like the story of the frog in the well.
