And recitation, and homa applied to activities. (There are) ten kinds of gathering and ten internal ones. The ten internal ones are: protection, empowerment, torma, recitation, expulsion; the external (ten are): reversal, mandala, accomplishment, wrath, descent. Therefore, protection is the wheel of speech empowerment, empowerment is the second and third (empowerments), torma is the internal offering of the five meats, etc. Here, the meaning of 'recitation' is incomplete. (Note:) Expulsion is expelling (things) into the Dharmadhatu through fierce actions. Reversal is the reversal and the written reversal, counted separately. Accomplishment is the uncommon accomplishment of inviting the Wisdom Being, etc. Wrath is, if not accomplished, striking the vital point with the ritual of throwing. Descent symbolizes gathering the moon in the heart into the vajra; it should be known that there are also explanations in other different interpretations. The teacher who possesses these dharmas is a superior bhikshu, a middling shramanera, and an inferior householder. As the Kalachakra Tantra says: 'Completely knowing these ten, among the three, a bhikshu is superior, a shramanera is middling, and living at home is inferior.' Thus it is said. Except for householders who have attained a position, even if they have marks, if they act as consecration teachers and the lamas of kings, they are considered unsuitable for the Dharma. Sixth, the place where (consecration) is performed is: generally, all directions of the land should be glossy and smooth, level, and adorned with trees, lakes, ponds, flower gardens, etc., auspicious, suitable for pacifying and increasing activities, and performed in a place that is pleasing to the mind. In particular, if it is not possible to invite a great support, it should be done in the direction related to its power or in a convenient place. As the tantra says: 'In houses, stupas, etc., and in the abodes of deities, the consecration of Buddhas, etc., should be done with rituals and empowerments.' And as the Root Tantra of the Blood Drinker says: 'The great place of auspicious purity, the delightful scene is pleasing.' Thus it is said. Seventh, the time when (consecration) is performed is: the definite times are six months, four constellations, fourteen stars, and seven dates. The months are: Krittika, Rohini, Mrigashirsha, Ardra, Punarvasu, Pushya, Ashlesha. The constellations are: Jupiter, Hasta, Vishakha, Saturn, Moon. The stars are: Spica, Antares, Ascella, Sagittarius, Capricornus, Aquarius, Pisces, Pegasus, Aquarius, Andromeda, Aries, Taurus, Pleiades, Hyades. The dates are: the second, third, fifth, seventh, thirteenth, fifteenth. Therefore, it is said: 'Mandala and consecration should be performed in the waxing half of the month.'
