Because it does not possess the complete characteristics of the other three empowerments. Moreover, the ritual of the Eight Tathāgatas belongs to the Tathāgata family's ritual, and the ritual of the Secret Lord (Vajrapani) belongs to the Vajra family. So, how is the empowerment performed in this mandala? Generally, just by obtaining the empowerment of any Tathāgata family's mandala, or especially the mandala of Śākyamuni, one becomes the master of all three families of Action Tantra, as stated in the 'General Tantra of Secrets'. As for those who claim to perform the empowerment and subsequent permission of the Eight Tathāgatas or the Medicine King, it does not seem that there is a source of pure lineage. In particular, this mantra 'Oṃ Bhaiṣajye' (藏文:ཨོཾ་བྷེ་ཥ་ཛྱེ་,梵文天城体:ओṃ भैषज्ये,梵文罗马拟音:oṃ bhaiṣajye,汉语字面意思:Om, Medicine) is not mentioned in this sutra as the essence mantra of the Medicine King. Even if it is the intention of the ritual text, it should appear in the section of Bhaiṣajyaguru, not here. Therefore, it is not the intention of the author of the treatise. Some have copied the essence of Bhaiṣajyaguru from other mantra sutras and written it here. Therefore, the mantra for bathing after reciting mantras is the mantra called 'Vaiḍūrya-prabhā' (Medicine Buddha's lapis lazuli light). If there is a practice of the Medicine King's empowerment, then the mantra is that, and there is no other. So, what is the reason why this ritual is mainly known for Bhaiṣajyaguru? Explaining its importance is as follows: Ārya Vimokṣasena extensively explained to Ānanda the ritual of exclusively offering to Bhaiṣajyaguru. How did he explain it? Enshrining seven images of the Medicine King himself, offering no less than seven lamps and seven five-colored banners in front of each image. In terms of time, for seven weeks. In terms of discipline, taking the Uposatha (fasting) vows for seven weeks. In terms of ritual, reciting the name of the Medicine King seven times three times a day and three times at night, and performing the seven-limbed prayer seven times, with prostration as the main practice. If one recites the twelve uncommon aspirations of the Medicine Buddha seven times, it is said that one will be liberated from serious illnesses and will not suffer from the harm of enemy armies and constellations. Summary: The summary of all that has been said above is: there are three rituals mentioned in this text, namely according to the sutra itself... --------------------------------------------------------------------------------

And, the empowerment focusing solely on mantras, and the clear explanation of the common ritual as it is. Firstly, there is the common empowerment concerning all seven Tathāgatas, and the uncommon ritual of offering to the King of Medicine alone. The difference between these two is that Mañjuśrī, in order to explain the common ritual of offering to the seven Tathāgatas, specifically requested Śākyamuni Buddha and received permission from the Buddha. And without a questioner, Ārya Vimokṣa, in order to explain how to perform the uncommon ritual of offering to the King of Medicine, inquired of the teacher, and it was related by Ānanda. Also, there is the empowerment concerning all eight Tathāgatas, and the division of the empowerment focusing solely on Vajrapāṇi, making two types. Thus, there are five aspects. If further divided in detail, the first six Tathāgatas can also each be paired with uncommon rituals, making eleven. The ritual of offering to Śākyamuni Buddha cannot be categorized as one of the uncommon ones, because it must universally apply to all seven, which is clear. Even if an uncommon ritual arises, it does not go beyond the first mantra tradition. The Order of How to Combine with the Sutra Third, regarding the order of how to combine with the Sutra, the Sutra called 'The Eight Hundred Section Sutra,' which extensively explains the distinctions of the past aspirations of the seven Tathāgatas, will be explained through three aspects: the condensed meaning, the necessary meaning, and the meaning of the words. Firstly, who asked the question? To whom was the question asked? Why was the question asked? And what is the subject matter of the Dharma that was asked about? Condensed Meaning: Who Asked the Question? Firstly, there are two types: asking through words, and knowing that doubt has arisen even without it being expressed in words. The first is: Mañjuśrī, Vimokṣa, Vajrapāṇi, the twelve Yaksha generals, the four Lokapālas, and Ānanda. The second is: the thought in the minds of some of the less wise gods who had gathered in that assembly: 'Why is it that merely reciting the names of the Buddhas residing beyond Buddha-fields as numerous as the sands of the Ganges River produces such great benefits?' They were filled with doubt. To Whom Was the Question Asked? Secondly, there are two types: directly answering the question that was asked, and answering after knowing the doubt in others' minds. The first is: the teacher, King Śākya. --------------------------------------------------------------------------------
