Those that cause obstacles to accomplishment are known as branch vows. In some tantras, those that are the root of the root are gathered and shown as the root vow. Most of its companions are shown as branch vows. In some tantras, what is shown as a branch in others is also spoken of as the root. The intention is that the vows are taught separately according to the capacity of the disciples. As it is said, it is evident that it is established according to its power. It is like this: In the manner of the Great Vehicle Perfection of Wisdom, all vows are said to be transgressions that are like defeats, and they are said to be faults. In some tantras, all vows are gathered and spoken of as root and branch. Just as in the Pratimoksha vows, defeats and other vows are divided into many categories, in some tantras, the vows of secret mantra are also divided into root transgressions, gross transgressions, and branches, and so on. In some tantras, it is said that because the thoughts of sentient beings are endless, so are the vows. Therefore, the vows of secret mantra are also endless because they are shown as the antidote to all the afflictions of sentient beings. Because they accomplish the benefit of all sentient beings, what is practiced is also endless. Because all worldly and transworldly siddhis are accomplished, the vows of accomplishment are also endless. Now, for the sake of those who are pleased with the way of showing things in a collection, without order or category, and for the sake of those who are pleased with detailed rituals, for the time being, as it is said in each tantra, by the words of taming, asceticism, vows, morality, and precepts, and so on, the practices of joining and entering, the practices of accomplishing siddhis, and the practices of accomplishment, and so on, as they are shown in each category, as they are mentioned from the source of each text itself, they will be gathered and shown in this way. When answering, it was said: From then on, also, for those who dwell in the place, the reciters, in order to quickly attain accomplishment, the discipline of reciting secret mantras is explained. All the secret mantras of practice, and all the deities, towards the great self of recitation, the wise should not be angry. The wise should not create secret mantra rituals on their own, nor should they despise those of evil nature. The lama, the one who shows the mandala, even if their conduct is bad, should not be slandered at any time with speech or mind. The wise should not, with anger, suppress, bind, cut off, punish, or commit such violent acts against the vidyas. Without the permission of others, one should not receive secret mantras, nor should one give mantras that know the ritual to those who have not shown reverence. The wise who know the tantras should not impart secret mantras, hand seals, detailed rituals, explanations of tantras and mandalas to those who have not entered the mandala. All things that resemble weapons, and those that resemble sentient beings, various hand seals, should not be eaten or controlled. The practitioner, being intelligent, should not slander medicines, nor should they touch them with impure things, nor should they step on them with their feet. One should not argue with the Mahayana practitioners with wisdom. Upon hearing the names of the powerful Bodhisattvas, one should not be annoyed. The practitioners of mantras should never compete with each other. For small faults, one should not punish severely in anger. While abiding in the ritual of recitation, one should not sing, dance, or play; for the sake of beauty, one should not wear garlands or decorations. Subjugation and jumping, running and impatience, all the impure places arising from the body, all these should be completely abandoned. Abiding in the true Dharma, false speech, changes, harshness, and divisive words should also be abandoned; one should not speak many meaningless words. One should not argue with heretics and residents, and disputants, nor should one speak the recitation of secret mantras to those of low caste such as Chandalas.
