Through the power of Samadhi, he actually summoned them. Tormenting them with mantras and fierce mudras caused fainting, stiffness, and intense pain to strike their vital points. Threatening to burn them in the fire offering hearth, those spirits were subdued and promised to carry out whatever the master said. He also gathered all the other chief mantra-holding mothers, and taught the Dharma to all who had gathered, establishing the first oath. Once, while the master was staying in a city, he saw many mantra-holding mothers leading many people from Jambudvipa to eat. So again, in a certain cave, he constructed a great wrathful deity mandala. He summoned all the dakinis against their will and threatened them. As they tried to flee, the limbs of all were struck by phurbas. They swore an oath not to harm the people of Jambudvipa in the future. He caused them to generate Bodhicitta and established the second oath. At another time, he went to an inn, where he saw many women boiling water in many pots. Some of the water turned into blood, some into fat, some into bindus, some into large pieces of meat, some into butter, some into molasses, some into roasted barley flour, some into alcohol, and so on. He asked them about it, but they did not recognize that he was the master. They said, "These are the essence of the bodies and the essence of the food of the people of Jambudvipa that we have summoned." He said, "Didn't you take an oath in the presence of the master Padmakara?" They said, "Our leader took the oath, but we did not." So again, in that former mountain cave, he gathered the mantra-holding mothers and their retinues with a mandala, said to number twelve hundred thousand. He took the life mantras and methods of accomplishment of all of them. He placed the chief ones in the mandala. He caused the retinues to generate Bodhicitta. He made all of them take an oath, establishing the third oath. Furthermore, he also subdued the yakshas, rakshasas, and malevolent nagas of that land. There was also a fierce guardian deity of the king of that land, named Yidak Baré. Knowing that if he subdued the king, that one would also be subdued along the way, and thinking that for the sake of the flourishing of the Buddha's teachings, it was also necessary to subdue the people, he went to a forest near the king's palace.
