, and recited three times for final completion. Among them, some sects such as the Mahāsaṃghika school say that all the words of the Tathāgata are of definitive meaning. The Sarvāstivādins and others say that the teachings of the Tathāgata have both provisional and definitive meanings. The Mahāyāna teachers have different views. For example, those who follow the noble Nāgārjuna believe that those sutras that conceal emptiness and mainly teach conventional truth are of provisional meaning, and those sutras that mainly teach emptiness, the ultimate truth, are sutras of definitive meaning. Therefore, in the first turning of the wheel of Dharma, the aggregates such as form, the elements, and the sense bases were established, and finally it was also taught that there is unreal parikalpita, so it is of provisional meaning; in the intermediate turning, the aspect of emptiness was clearly taught, so it is considered to be of definitive meaning. Those who follow the noble Asaṅga, following the noble Saṃdhinirmocana Sūtra, believe that the first turning of the Dharma wheel conceals emptiness and teaches the aspect of existence, and the second turning also conceals existence and teaches the aspect of emptiness, so it is not of definitive meaning; the final turning clearly distinguishes the existence and non-existence of the three natures, thereby eliminating both extremes of addition and subtraction, so it is considered to be of definitive meaning. As it is also said in the noble Saṃdhinirmocana Sūtra: "The Blessed One first turned the wheel of Dharma in Vārāṇasī, in the Deer Park where the sages fell, for those who had truly entered the Śrāvakayāna, in the manner of teaching the four noble truths, an inconceivable and wonderful wheel of Dharma that had never been turned in the world in accordance with the Dharma by gods or humans before. The wheel of Dharma turned by the Blessed One was supreme, intermittent, of provisional meaning, and became the basis of disputes. The Blessed One started from the non-essence of all dharmas, without birth, without cessation, and originally peaceful.
