At places like Vulture Peak Mountain, for those who have truly entered the Mahayana, whatever is taught based on the ultimate truth of emptiness, such as the Prajnaparamita, is (the first turning of the wheel of Dharma). The third is, in pure and impure realms such as Lotus Treasury, for those who truly devote themselves to all vehicles, whatever is taught based on the three aspects of no-self-nature, such as the Holy Explication of the Thought Sutra, is (the third turning of the wheel of Dharma). Here, what is the nature of the wheel of Dharma? Why is it called the wheel of Dharma? The nature of the wheel of Dharma is twofold: the Dharma of teaching and the Dharma of realization. The first is the twelve divisions of scripture. The second is the noble paths such as the path of seeing. Because the wheel is in accordance with the Dharma, it is called the wheel of Dharma. Just as the wheel destroys unfavorable directions and moves from one place to another, these two natures of teaching and realization also destroy unfavorable directions such as attachment, and gradually transfer in the minds of those to be tamed. How does it transfer? From the wheel of Dharma taught by the Bhagavan, the Venerable Ajnata Kaundinya and others, by practicing it properly, the wheel of Dharma of realization arises. They also teach it to other beings to be tamed, and thus such realization arises. When were these three wheels of Dharma taught? The Venerable Truthful Good says: The first turning of the wheel was taught in the very year of perfect enlightenment, the second turning of the wheel was taught seven years after enlightenment, and the third turning of the wheel was taught thirty-seven years after enlightenment. Others say: These three wheels were only taught in the beginning, middle, and end, but the specific year, month, and season cannot be determined. That's what they say. Then, how do we know that the wheel of Dharma without characteristics was turned during the second turning of the wheel? From the Prajnaparamita Sutra, at that time, countless sons of gods scattered flowers in the sky and said in unison: Alas, we

Etc. It is said that nowadays in Jambudvipa, the Blessed One has turned the second wheel of Dharma, which is extremely magnificent. This can be known from the statement. Among these three wheels of Dharma, the wheel of Dharma of the four truths is the collection of the Hearers, because it is spoken for those who have truly entered the Hearer's vehicle. The wheel of Dharma without characteristics is the collection of the Great Vehicle, because it is spoken for those who have truly entered the Great Vehicle. The wheel of Dharma that is well distinguished is common to both the Great and Small Vehicles, because it is spoken for those who truly abide in all vehicles. Among these three, what is the meaning that needs to be guided, and what is the meaning that is definite? To this, some schools do not accept the latter two as wheels of Dharma, but believe that the wheel of Dharma of the four truths itself is repeated three times and turned into twelve aspects. How is it repeated three times? From "This is the noble truth of suffering" to "This is the noble truth of the path," it is the repetition of the nature of the four truths, which is the first. After that, from "This is the noble truth of suffering, it should be fully understood" to "This is the noble truth of the path, it should be cultivated," it is the repetition of the function of the four truths, which is the second. After that, from "This is the noble truth of suffering, it has been fully understood" to "This is the noble truth of the path, it has been cultivated," it is the repetition of the ultimate completion of the four truths, which is the third. These are also respectively within the scope of the three paths of seeing, meditation, and no more learning. For each of these three, it is said that eye, knowledge, wisdom, and intelligence arise. Among them, the arising of the stainless noble wisdom for the truths at the very beginning is the eye. It itself transforms into three forms such as knowledge due to the difference of the three times. Or, apply the four of Dharma-patience, Dharma-knowledge, Subsequent-patience, and Subsequent-knowledge in order. How does it turn into twelve aspects? Each of the four truths has nature and function.
