Yi. The great treatise called "Wheel" appeared. Later, the wise and supreme Dulwa Lha (Dharmadeva) composed a treatise summarizing its meaning. As it arose from that, it is as follows: East and West and the Snowy Mountains, and the sect that speaks of "designation," and those who speak of "transcendence of the world," the fivefold Mahasanghika Sangha, the Sarvastivada and Kashyapiya sects, the Mahisasaka and Dharmagupta sects, the disciples of the learned red-robed ones, and the Vibhajyavada sect, are the Sarvastivadins. Jeta Grove and the Fearful Place, the great monastery is the dwelling place, the three sects of the Sthaviras: the Mahisasaka and the Dharmagupta, the Haimavata sect, are the three revered by all. By the different teachers of regions and meanings, they are divided into eighteen differences. Thus it is said, the supreme tamer of the border regions, following Katyayana, many monks gathered, therefore it is known as the Mahasanghika sect. They recite the sutras in their own language. From twenty-five matters to seven matters, they are marked by the conch shell. They add "Kara" etc. to the end of names. (ག༣༢ན) This has five sections, those who speak of "transcendence of the world," the tenets are spoken thus: The Thubpa (Buddha) transcends the world, with a substantial body and infinite life, knowing all in an instant of samadhi, possessing inexhaustible and unborn constant wisdom. The turning of the Dharma wheel is language. Bodhisattvas have no afflictions, nor do they arise from subtle things etc. The truths are all seen simultaneously, the mind of the eye etc. is also free from desire. In the two upper realms there are also sense consciousnesses, however, the sense consciousnesses do not grasp objects. Even when in samadhi, they speak words. The mind is a self-aware entity with form. Arhats also have ignorance and doubt, and need to be taught. The fruits need to be indicated by others, the path arises from merely the narration of suffering, likewise there is also destruction. Even on the eighth ground there is long abiding and deterioration from the supreme Dharma. Stream-enterers and Arhats cannot regress, except for stream-enterers committing heinous crimes, it is possible to commit all ten non-virtuous actions. Worldlings do not have the correct faculty of the path of seeing. There is no remedy for the unguarded, there is no so-called "indirect meaning." The four formless realms, the three unconditioned dharmas are the path.

Dependent arising. Thus, there are nine aspects. Many Buddhas appear simultaneously. Two minds, the path and afflictions, and earth sprouts also appear simultaneously. The body is pervaded by the mind, and the mind is clear and luminous. It does not possess subtle increase, but possesses all entanglements equally. Destruction and non-arising, and the intermediate existence, do not exist. One who constantly enters the stream attains meditative absorption. (ག༣༢བ) Sixth, it is not knower and known. Thus, because there are many tenets that do not agree with others, it is explained first. Because it does not agree with the world, it is called transcendent of the world. Second, those who speak of designation, a person has the ability to act, and there is no untimely death. The path is indestructible and is not an object of cultivation. They say that it is obtained by merit. The two groups residing on the eastern and western mountains, bodhisattvas are not liberated from the lower realms. They say that the fruit of offering to stupas does not become supreme. Fifth, those who dwell in the snowy mountains, claim that outsiders have clairvoyance and that the gods do not have path cultivation. The latter four jointly agree that they do not learn from the skillful means of the Sage. The followers of Upali, the foremost of the Vinaya holders, believe that all bases of knowledge are based on five real substances. Because they say this, they are known as the Sarvastivadins. The Sutras are recited in Sanskrit. From nine small robes to twenty-five, they are marked with jewels, utpala (藏文:ཨུཏྤལ,梵文天城体:उत्पल,梵文罗马拟音:utpala,汉语字面意思:青莲花), lotuses, and tree leaves.
