All phenomena are like the sky; they are neither non-phenomena nor the nature of phenomena." This is clearly stated. Secondly, in the actual yoga of generation and completion, there are the generation stage, the completion stage, and the recitation yoga. The first involves generating the mandala of the support, the mandala of the supported deity, and the limbs that perfect the yoga, which are three.
