When he grew up, he was considered to possess merit, and his father the king allowed him to rule the government of one country. During the time he served as regent, six Indras passed away. At that time, the father king passed away, and he said to have the young Topknot Born crowned as king. The minor kings requested Topknot Born to be king, and he said, "If the father king has already passed away, what is the use of going there? If I have the merit and power to become king, then the Great Kings and Indra, etc., will request me and crown me as king." As soon as he said this, the kings of the four Great King clans descended, holding precious vases filled with scented water, and poured it on his head, thus crowning him. The lord of the gods also tied a precious crown on his head and praised his merits. Before the people tied the throne and crown, etc., the gods did so. Then, the minor kings requested him to go to the central region, and he said, "If I have the power to become king, then the country itself should come to me, I will not go in pursuit of the country." As soon as he said this, the great country, the king's palace, gardens, bathing ponds, and all the necessities appeared there, so that country was known as the Settlement. The seven treasures, including the golden wheel, also appeared there, and he became a great Chakravartin king ruling the four continents. A son who was brave and capable, possessed the form of excellent limbs, and capable of completely destroying the enemy's camp, even a thousand sons all appeared, and he ruled the country according to the Dharma. At that time, in a forest near the vast Yampa Can (Vaishali), there lived a sage named Manifest Vision.

Five hundred individuals with the five supernormal powers were meditating, and there, many birds were making sounds, becoming obstacles to their meditation. Among them, a sage named "Evil Nature" cursed those birds to lose their wings, and it happened as he said. Those birds, without wings, were walking on their feet. When the king went to tour the land, he saw them and asked what had happened. The sage said that it was due to his curse. The king said: "Sages like this, who have no compassion for sentient beings, should not reside in my kingdom." So he did that to the sages. They thought: "This is the king who rules the four continents, let us go to the terraces of Mount Meru." So they went there and resided. Then, the king, through that child of mine, made people understand and be close to measuring. Because he measured and understood the places of crafts and work, his name became known as "Born of Strength." Then, the king went out for a stroll and saw many people digging the ground and plowing fields. The king asked his ministers: "What are these people doing?" The ministers replied: "O deity, all living beings are sustained by food, so these people plow the fields to make a living." The king said: "If I have the merit to become a king, may these people not have to work, but naturally have food with a hundred flavors, so that everyone is satisfied and full, and there is no hunger or thirst." As soon as he spoke, all the food appeared naturally. The king asked: "Whose merit is this?" They replied: "This is the merit of the king, and also of all sentient beings." Then, he went for another stroll and saw weavers spinning wool and weaving cloth. He asked: "What are they doing?" They replied: "Although there is food, there are no clothes, so they are doing this." The king prayed that all clothes would appear naturally, and as a result, various kinds of clothes grew naturally from all the trees, and all the people had inexhaustible clothes to wear. He asked: "Whose merit is this?" The answer was the same as before. Then, he saw someone holding musical instruments and asked: "What is this?" Although food and clothing are sufficient, these people are playing music for joy and affection.
