When the ages of degeneration, the degeneration of beings, the degeneration of views, and the degeneration of afflictions arise, having manifestly awakened, he begins teaching the Dharma to the four assemblies, starting with the three vehicles. Why did he not take a Buddha-field that is free from the five degenerations and completely pure? When asked in this way, the meaning of the Blessed One's teachings can be summarized as follows: Son of good family, Bodhisattvas, through the power of great compassion and aspiration, completely take hold of impure realms. In the past, countless eons ago, in this Buddha-field called Great Aeon Holder, there appeared a wheel-turning monarch named Wheel Circle. His chief minister was a Brahmin named Ocean Dust. That Brahmin had a son born with the thirty-two marks, and he was named Ocean Essence. He renounced the world and manifestly awakened to perfect enlightenment, and was named the Tathagata Jewel Essence. He placed many billions of beings in higher realms and liberation. That Tathagata, together with many Shravaka followers, gradually traveled to cities. When King Wheel Circle heard that he was staying in the Jambu Grove, a pleasure garden not far from his city, he, with the wealth and great power of a king, surrounded by hundreds of thousands of attendants, went to the Jambu Grove, prostrated to the Tathagata Jewel Essence, and listened to the Dharma. He requested the Blessed One and his retinue to accept offerings for three months, and the Tathagata also granted it. Eighty-four thousand kings, for the sustenance of the Buddha and his retinue, as well as eighty-four thousand cities, including cities of consorts' retinues, eighty-four thousand wish-fulfilling trees of jewels, eighty-four thousand clusters of precious flowers, eighty-four thousand umbrellas of the seven precious substances, eighty-four thousand grand garments and ornaments befitting a king, eighty-four thousand strings of precious necklaces, eighty-four thousand precious birds, animals, and cooling fans, eighty-four thousand portions of medicinal essence, as well as ornaments, small drums, musical instruments, rings, necklaces, bedding, drums and music, conches, bells, victory banners, pleasure gardens, lamps, and so forth, were all offered to the Buddha. Then (the king) reported, "Because I am busy with many affairs, please, Bhagavan, forgive me, and please reside and rejoice in this garden. In order to behold the Bhagavan, I will also come for prostration and veneration." Thus he reported. Each of the thousand sons of King Wheel-rim also requested and was granted permission to venerate the Bhagavan and his retinue for three months, just as the king did. At that time, the Brahmin Ocean-dust traveled throughout Jambudvipa, begging for food, and encouraged all beings to take refuge and generate the supreme mind of enlightenment. The thousand sons, including Prince Non-twinkling Eyes, the Faculties, Without Affliction, Fearless, Space, Limb-born, Accomplished, and so forth, each offered the same veneration and offerings, no less, as King Wheel-rim had done for three months, and after that, offered eighty-four thousand golden wheels and all other necessities. Having made such offerings, some of them wished to become Indra, and similarly, others wished to become Brahma, a Universal Monarch, a great wealthy one, and a Hearer Vehicle. For two hundred and fifty years, they venerated the Buddha and his retinue, and finally requested forgiveness. Then, the chief of the guides, the Brahmin Ocean-dust, came and offered monastic robes and food.
