It is seeing the signs. The teachings of pure faith through the three examinations are those that do not contradict both direct perception and inference, and reveal the most hidden meanings. What qualities make speech beautiful, the adornment of speech? It is knowing all the words and meanings of the scriptures of one's own and others' tenets, being complete with clear and thorough words without idle talk, speaking fearlessly without shyness among the wise, staying until the other person's words are finished, accomplishing steadily and continuously, and being stable, with a gentle mind and good nature, harmonizing with the minds of the opponents and the senses. What kind of speech should not be punished for its faults? It is cutting off the end of a sentence, omitting the beginning, and the faults of speech. Cutting off the end of a sentence is admitting one's own faults in speaking, saying "not good," and admitting the good qualities of others' speech as good, which is admitting punishment oneself. Omitting the beginning of a sentence is abandoning the meaning to be discussed and passing from one meaningless word to another, or speaking other meaningless words, as extensively described in the sutras. The faults of speech are speaking meaningless idle talk or nonsense without explanation, being confused by anger in the mind, or being distracted by joy. Words and meanings that the opponents and attendants cannot understand, speaking words that cannot be expressed, and unsuitable words that are too repetitive or incomplete in meaning, and those that do not have meaning are meaningless, the meaning is not determined, separated from meaning, not related to meaning, contradictory to reason, and the investigation of reasons that cannot be established, such as the unestablished. Those that are not proper, such as those that appear to establish the same as what is to be established, and those that appear to refute, all speech that cannot be assembled. In short, all of that is meaningless. Speaking out of time, such as saying what should be said first later, and saying what should be said later first. Speaking at an inappropriate time, and being unstable, even abandoning vows. And the characteristics of the sound are contradictory, unclear, too fast and very hasty, and the ritual is not continuous, and the words and courage are interrupted in the middle. What arises from speech is the non-vessel that turns the opponent from the wrong path and places them on the right path, and the unwise and biased, etc.

That assembly has no merit, and I also know that I am not skilled from speaking to the adornment of speaking, so I should not speak. Like this, if one cannot distinguish the merits and faults of speaking, one will not become a place where the source of arising is cut off. Is the opponent a suitable vessel? Or does the assembly also possess the merit of being unbiased and able to distinguish good from bad? I also know that I am skilled in speaking, so I speak. The cause of speaking is being able to or capable of speaking. The dharmas that one must believe in and cherish in speaking are being skilled in the tenets of oneself and others, so that one can speak in all situations of conversation. Fearlessness is being able to speak in all assemblies by means of it. Eloquence is knowing how to answer all the statements of the opponent by means of it. Furthermore, wishing to become better, one should know the manner of speaking, but one should not argue and speak. As the Blessed One said in the Dharma Abhidhamma Sutra: The bodhisattva who sees the twelve places, not being attached to gain and respect, diligently strives for virtue, making diligence the essence, gathering sentient beings with the Dharma, and engaging in the benefit of oneself and others. If one wishes to quickly attain unsurpassed perfect enlightenment, one should not speak by arguing with others. What are the twelve? It is rare (1) to fully understand the explanation of the supreme and profound meaning of the holy Dharma, which is endowed with the meaning of the Great Vehicle, and it is rare (2) to speak with the intention of wanting to understand all dharmas, that is, with the intention of finding faults. It is rare (3) for the assembly to have wise people and those who possess realization of the path. Abandoning the fault of holding onto evil views and being biased, abandoning the evil means of cutting off words and backstabbing, etc., to win for one's own side, as well as the fault of not keeping promises and shifting the topic to inappropriate speech, as well as the fault of belittling speech even when it is well spoken, as well as the fault of harsh words and revealing secrets, etc., of vulgar speech, as well as the fault of disturbing one's own and others' minds by this, like this, it is rare (4) to abandon the six kinds of faults and speak truthfully and correctly. It is rare to speak without harsh words, etc., disturbing the minds of others and oneself.
