Or, possessing all dharmas, or being devoid of all dharmas. Since all dharmas are not different from the nature of dharma, suchness, therefore, from the perspective of how many, it becomes possessing all dharmas. Also, from the perspective of how it is, it is devoid of all dharmas. Because suchness does not have any characteristics of grasping, being grasped, and dualistic dharmas. Such a non-dual Buddha, like a precious jewel, the teachings of the Mahayana are extremely vast. Because the realized dharma, the grounds and perfections, the powers and fearlessness, etc., arise vastly and immeasurably, therefore, it is like the source or origin of the precious jewel dharma. For beings, whatever is well-spoken of virtue in the beginning, middle, and end, if one understands its meaning once, it will not be exhausted until the end of samsara, or rather, because it rains down a great rain of dharma that does not exhaust the names of dharma, therefore, like the crops of beings or sentient beings, the white, uncontaminated seeds of the perfections of virtue are able to grow extremely vast, therefore it is like a cloud. Third, in terms of the qualities of becoming the supreme refuge, there are three: accomplishing one's own benefit, accomplishing the benefit of others, and becoming an unparalleled refuge for the sake of those two. First, if one takes refuge in the Buddha, it is not an occasional refuge, but constantly from all the aggregates of afflictions such as ignorance and desire, as well as the ten non-virtues and the five heinous crimes, all contaminated evil deeds, all improper conduct, and from aging and death, the Buddha himself completely protects. Because in the Buddha, the three existences of afflictions, karma, and lifespan or birth never arise, therefore, whoever takes refuge in him, when he obtains the refuge of the fruition, at that time, because his own benefit is completely fulfilled, therefore it is shown to become his own refuge. Worldly people, being threatened by fear, flee to mountains and caves etc. to seek refuge. And taking refuge in worldly kings, as well as worldly petty gods and Brahma, Ishvara, etc., thus they cannot protect. Second, the Buddha also performs five kinds of protection for other sentient beings, namely protecting from all harm in the world, etc. Thus, by the blessings of the Tathagata, the blind see.

The deaf can hear sounds, the insane can regain their memory, and various diseases and calamities can be pacified simply by the Buddha's descent into the city. Whoever prays, all faults are pacified. Moreover, when the Tathagata emits rays of light, touching beings in the hells and other evil realms, all their suffering is instantly pacified, and they are reborn in the heavens. Even remembering the Buddha or hearing his name in the hells and other realms can lead to liberation from them. Furthermore, those who, like non-Buddhists, engage in asceticism and evil conduct that are not means to liberation are rescued from that path and placed on the path to liberation in the heavens. Also, for those with a view of the perishable aggregates who cling to self and what belongs to self, the Buddha teaches the absence of a self of persons, rescuing them by establishing them in the nirvana of hearers and solitary realizers. Those of uncertain disposition who have entered or wish to enter the path of hearers and solitary realizers are introduced to the Great Vehicle, thus saving them from the inferior vehicles. Therefore, the Buddha is the supreme protector of others. The third point, that the Buddha is the actual refuge, the supreme refuge, and the great refuge, is shown by three verses each. Summarizing what was said above, the Buddha is the refuge of worldly beings, and the hearers and solitary realizers are the refuge of nirvana, which is the one-sided peace. Compared to the refuges of both worldly and transworldly beings, the Buddha is the incomparable refuge, considered the supreme of all refuges. Why? Because the Buddha protects from all the various fearsome oppressions in this cycle of existence, as well as from various wrong views such as the view of the perishable aggregates, the inferior vehicles, the suffering of the evil realms, and those who have entered or gone on non-liberating paths, from birth and death and their causes, afflictions, and actions, becoming a permanent refuge. In some examples, "evil realms" appears in place of "actions," in which case it should be understood as liberation from the defilements of actions such as the inevitable rebirth in the evil realms and the ten non-virtuous actions. The reason for being the supreme refuge is that it is the ultimate benefit for oneself and others, such as the qualities of the fruits of power and so on being extremely perfect at the time of Buddhahood.
