Inappropriate and appropriate times, differences between the wise and the unwise, etc., the wise can discern, but not the foolish. The meaning of profound treatises, and important key matters, when combined, the difference between the wise and the foolish is understood. Outwardly, the wise and the foolish seem the same, but the wise eliminate faults and accomplish virtues, while the foolish accomplish faults and abandon virtues. Although the foolish ridicule the wise, the wise feel compassion for the foolish. No matter how wealthy the foolish become, they are consumed like bamboo bearing fruit. No matter how degraded the wise become, they increase like good seeds. Those wise ones who possess virtues, take good advice even from children. Those foolish ones who are arrogant, flee elsewhere when the wise appear. They do not rejoice in good speech, and do not listen when profound meanings are heard, but are very diligent in small matters, which is a sign of the foolish. They waste beneficial advice, and have excessive faith in those who are not holy, and harbor resentment towards holy beings, which is also a sign of the foolish. They do not believe when the truth is spoken, but follow when led astray by flattery. They are satisfied with mere praise, which is a sign of the ignorant. They trust immediately upon seeing, and hold everything spoken as true, and diligently engage in whatever happens, which is also a mark of the foolish. They make promises for things that cannot be accomplished, and speak whatever they hear without examination, and proclaim meanings they do not understand, by which one can also know they are foolish. They speak of their own virtues without being asked, and harm others for no reason, and act contemptuously and are arrogant, all of which are foolish. Although there are countless signs of the foolish, they can be symbolized by these, and the wise can easily know the nature of the foolish, and know that whatever is contrary to this is wise. The foolish are arrogant, and bad kings and bad wives, and bad lands should all be abandoned, so that one can obtain happiness. The wise are gentle and stable, and good kings and good friends, and good lands should all be relied upon, so that one's own joy will increase. Therefore, after knowing the faults and virtues of the wise and the foolish, the wise who are skilled in the ways of kings, should take the virtues of the wise. Worldly arts and sciences, and especially the treatises on the ways of kings, crafts and medicine, grammar and logic,

I study the theories of meaning. Arithmetic, poetry, composition, etc. Whatever should be studied, There is nothing that royal wise men do not learn. A wise man is the best ornament of a king. Especially if one studies the teachings of the Victorious One and the meaning of the commentaries, For the things that should be known, one obtains fearless courage. Thus, a king possessing excellent wisdom, become an unparalleled ornament on the earth. That which can destroy all darkness on the earth, this is even more supreme than the sun. That which the day-maker could not destroy, all the darkness among living beings, for the sake of the light of the human lord sun to manifestly eliminate, therefore, that protector of the earth possesses a million wonders. The world of the underground, the surface, and the sky, all the lotus gardens of intelligent minds, the sun of the wise human lord is their friend. Therefore, the three realms rise in glory. From the Treatise on Customs, "The Ornament of Protecting the Earth," the chapter on examining the wise human lord, is the second. The conduct of human lords, should be examined very carefully and restrained. Because unexamined conduct, even if small, is the cause of the decline of fame. The protector of the earth's own dwelling, should be hidden like a jewel. "The king does not leave the throne," the saying that is famous in the world has meaning. When unseen, respect from afar, when seen and heard often, one becomes like an ordinary person. The country and the lineage of the king, do not let others know. When the king goes on the road, along with the army, with great signs, like a banner, raise it and go. Never wander around at inappropriate times. Even without arrogance, royal families, do not separate from the signs of greatness. Abandoning greatness, like ordinary people, wandering is a sign of the decline of power. From the outside, with great conduct, like fire, it is difficult to endure, when approaching, like melted butter, with tamed conduct, the wise practice. Lamas, ascetics, Brahmins, etc., for those who are worthy of respect, greatly revere, if one respects the elders of the lineage, the royal family themselves obtain greatness. The way of greatness of an unsuitable person, and the loss of a suitable posture of greatness, both are equally the cause of shame for people. Therefore, one should practice conduct that is suitable and reasonable. If one is mindful with the mind, for the actions of body and speech, there is nothing that cannot be changed.
