Having subdued through force and violence, he brought many regions under his dominion. Then, he gained wisdom and decided to uphold the traditions of his ancestors and establish the sacred Dharma. Therefore, he thought that to serve as a symbol of the body, a temple should be built; to serve as a symbol of speech, the sacred Dharma should be translated; and to serve as a symbol of mind, a monastic community needed to be established. So, the king and his ministers consulted and agreed to build a temple. They sought a master to subdue the land and found Khenpo Bodhisattva from the region of Zahor and invited him. Although the land was subdued, it was learned that there was a hill inhabited by a Naga on the island of Arya Palo that needed to be cut down, and that Naga threw all the gods and demons into chaos. Twenty-one lay practitioners and Yaksha non-humans gathered an army. Whatever was built by people during the day, the gods and demons would destroy at night, and all the earth and stones would be moved back to their original places. Then, the king asked the Khenpo: "Is this happening because I, the king, have too much obscuration, or because the Khenpo has not blessed it, or because my wishes cannot be fulfilled?" The Khenpo replied: "Although I have developed the mind of enlightenment, it seems that these gods and demons cannot be subdued by peaceful means and must be subdued by force. Now in India, at Vajrasana, there is one called Orgyen Padmasambhava, who was born as a miraculous manifestation, is skilled in the five sciences, has perfected the essential yoga, has attained both common and supreme accomplishments, has vanquished demons, has enslaved the eight classes of spirits, and all the gods and demons tremble before him, and he can subdue the spirits. If he is invited, all the gods and demons will not be able to cause trouble, and the king's wishes will be fulfilled." The king asked: "Can such a person be invited?" The Khenpo said: "Because of past prayers, he can be invited." And he told the story of how in Nepal, the daughter of the shepherd Galale, Dechok, became a horse herder, a pig herder, a dog herder, and a bird herder, and made prayers. After that, Spa Trishe, Dorje Dudjom, Chim Shakya Prabha, and Shubu Palgyi Senge were sent to India, each with a bag of gold dust and a golden patra. They requested Padmasambhava, saying: "Please come to bless the ground for the temple in Tibet." The master agreed. So, they escorted the master in stages, and on the way there were twelve Tanma goddesses, twelve Kyongma goddesses, twenty-one lay practitioners, and so on.

After subduing all the gods and demons of Tibet, he went to Drakmar. He leveled the ground for the monastery and built the three spontaneously accomplished apexes of Samye, the four continents and eight subcontinents, the sun and moon, and the iron fence surrounding them. Khenpo (Śāntarakṣita), Guru Padmasambhava, and Vimalamitra scattered the consecration flowers three times, and many wondrous signs and miracles occurred. Then, Khenpo established the tradition of the Vinaya and Sutra systems. Guru Padmasambhava and Vimalamitra established the teachings of mantra. They established the practice tradition of empowerment lineages, instructions, and the generation and completion stages. They established teaching monasteries and meditation monasteries. They spread the teachings of Sutra and Tantra throughout Tibet. At that time, the ruler thought, "The suffering of the three realms of samsara is unbearable, but sentient beings, under the influence of afflictions, accumulate negative karma, so they are constantly wandering in samsara and must experience unbearable suffering. Now, at this time when I have obtained a human body, I must strive to practice the sacred Dharma and seek the path to liberation. Therefore, I will meet with the Khenpo and Acharya, who are particularly excellent, and receive the profound and vast Dharma. Although I have done some virtuous deeds in the past, because I was born as the king of the remote land of Tibet, if I waste this life being distracted by mere distractions and let this precious opportunity go to waste, what will I do? In this life, I am unable to accept or reject the results of karma, or to adopt virtue and abandon evil. And for a long time, I have no time to meditate and practice, which is very frightening. Therefore, if I could ask for a supremely profound and essential instruction from the secret mantras, perhaps there would be some chance of liberation." Therefore, he invited Guru Padmasambhava, Vimalamitra, and Vairocana, and arranged for them to sit in order on silk cushions on jeweled thrones in the east of the three apexes. He offered mandalas of gold, silver, and various jewels, and after prostrating and circumambulating, he prayed: "Alas! Mahaguru, the emanation body!
