This Dharma wheel turned by the Bhagavan is unsurpassed, uninterrupted, and of definitive meaning; it is not a place of contention. And so on. Secondly, there are five points: the teacher who turned it, the Dharma to be turned, where, for whom, and how it was turned, the necessity for turning it, and the duration of time it was turned. First, in general, the person who turns the Dharma wheel is either the Sambhogakaya, who speaks only of the unique Mahayana Dharma wheel, or the Nirmanakaya, who speaks of both the Hinayana and Mahayana Dharma wheels. The definition of the third: any one of the three Vinaya Dharma wheels that, within its own category, lacks either the first or second Dharma wheels. It is the category primarily taught in order to establish trainees of uncertain lineage, and those of the Mahayana lineage as appropriate, in the ultimate realization. The divisions are: examples, and divisions from the perspective of the subject matter. First, there are two types of Dharma wheels: the common vehicle and the uncommon Mahayana. The first is: the Bhadrakalpika Sutra, the Extensive Play Sutra, the Lankavatara Sutra, and most of the Sutras of the many Sutra sections. The second is: the Avatamsaka Sutra, the Ratnakuta Sutra, the Dasabhumika Sutra, and so on.
