We, the great authority, received the imperial decree of the Qing Emperor, entrusting us with the authority to govern the temporal and spiritual affairs of the Vajradhara Dalai Lama, and to promote the flourishing of the royal doctrine. When offering gifts of empowerment such as the golden seal and stamp, my younger brother, Kunga Chultrim, was sent to congratulate the first celebration, arriving as if he were the first to offer a gift. This was entirely due to the wonderful power of the pure and auspicious interdependence of the mind. On the sixth day of the seventh month, the monastic assembly was granted the teachings of the sadhana of the Great Compassionate Avalokiteśvara, the Union of Sugatas.
