The administrator asks: "Bhikkhu named so-and-so, are you willing to distribute wooden tokens to the Sangha?" If the answer is "willing," then "in place of the previous summer residence" is changed to "distributing wooden tokens to the Sangha," thereby concluding the two solicitations and proclaiming the matter of pacifying disputes, which is the custom here. Third, the wooden tokens are then placed on the lid of a box or a similar container, wrapped in white cloth, and placed in front of the elder. The elder in charge of the summer retreat, wearing his robes, rises from his seat and prostrates three times. Then, holding his robe, standing and bowing, he proclaims the rules of the summer retreat. If there are two elders, the elder proclaims them. Please listen, venerable Sangha! In this temple called Tashi, the rules to be observed are: not to transgress the four practices of a renunciate, to diligently study the ten practices of Dharma, not to create discord within the summer Sangha, not to discuss transgressions, not to perform acts of punishment, to repair damaged dwellings and walls, not to greet the dawn outside the boundary without being blessed, not to place bare feet on the Sangha's common cushions, not to discard mouth-rinsing water in the Sangha's temple, and so on. Among you, whoever is willing to observe these rules and stay here, please take a wooden token. None of you should create discord within the summer Sangha. Among you, whoever knows a little about something, please speak up. Among you, whoever will cause discord to the Sangha during the summer, the Sangha will later examine carefully. After speaking, he takes his cushion and goes to the corridor outside the temple. If there are many novices, he prostrates; if few, he follows the custom of prostration, holding his robe, standing and bowing, and proclaims the rules of solicitation as before, then returns inside and sits in his place. Fourth, the administrator, while seated on the Dharma throne, begins the task of requesting the Sangha's consent for those who have taken wooden tokens and promised to abide by the summer retreat.

Please pay attention. Monastic Sangha, please listen. Today, the Sangha is about to observe the summer retreat, which is the fifteenth day of the middle or small month of summer. If the Sangha deems it timely and permissible, please grant permission. The Sangha will take the counting sticks today and promise to observe the summer retreat tomorrow. This is the request. Then, the distributor and the summer host both rise and go to the base of their respective counting sticks. The elder holds the top of the counting stick with the middle finger of his right hand, supports the base with the index finger of his left hand, and holds it on top of his head. He says, "This is what our teacher, the perfectly enlightened Buddha, has taken." Having said this, he offers it before the image of the teacher. Then, the elder offers the counting stick to the abbot, who also rises slightly from his seat and takes it from both ends with his middle and index fingers, placing it in his lap. Then, the elder summer host distributes according to seniority, and the younger one distributes according to youth. All the monks take the counting sticks as before and place them in their laps. When all is finished, the two summer hosts collect the counting sticks of the younger and elder monks, including the abbot's, count them, tie them together, and place them in a container. The remaining counting sticks are distributed in order, starting with the abbot. The monks each remember the number of novices and take them, but do not say the names such as "This is so-and-so novice." When finished, they are collected, counted, and tied up as before. Again, the remainder of the counting sticks is offered to the abbot by the elder summer host, who says, "This is the local deity of this monastery." After taking one, it is also collected by the elder, arranged by the elders, facing the abbot, with cushions and so on. Monastic Sangha, please listen. In this monastery called Tashi, so-and-so monk has taken the counting stick. So-and-so number of novices have taken the counting stick. After informing them, the same procedure is performed for the novices outside, reciting the number of monks and novices, and then returning indoors. Fifth, for those who reside permanently in the monastery, new residences are not necessary, but if new residences are needed for those who arrive temporarily, etc., they should be arranged separately. The way to do this is, by the appointed person...
