Actually, even though the terminology of the four empowerments is not directly connected, it should be understood as a form of blessing because it possesses all the necessary key points. As such, blessing is a unique characteristic of Anuttarayoga, and such terminology is not used in the lower three tantras. The third is the subsequent permission (Tib. rjes gnang), which is related to all four tantras. That is, as long as it is a complete empowerment ritual of the four tantras, it is impossible not to have a subsequent permission; and for minor subsequent permissions that are extracted separately, there is no establishment of empowerment. Among them, those that arise from the ancillary parts of empowerment are mostly given only through words, such as meditation, recitation, and performing various activities. As for the parts that are extracted separately, each will produce a corresponding extensive activity. In any case, it is merely giving permission to "meditate and recite in this way." Moreover, this permission must be passed down unbroken from Vajradhara; even someone who has attained the position of Vajra Master cannot create and give it themselves. There are many ways to give permission, such as giving it through ritual, transmitting reading, and giving it only through words, etc., which are not fixed. The subsequent permission mentioned here must be identified as the way of giving through ritual. Its basis is the "Ocean of a Hundred Methods of Accomplishment" and so on. According to this tradition, the deities of all four tantras can be covered with one samaya. Moreover, even for the deities mentioned in the Action Tantra, the practice of meditating on the complete four-limbed self-generation is entirely applied in the manner of Anuttarayoga. Since the mandala is not explained here, only the front generation support heap and offering torma are prepared, and then self-generation, front generation, recitation, and torma offering are performed. After that, supplication and the usual preliminary confession are performed. When meditating on the deity's form, the wisdom being is integrated. During speech recitation, the reading transmission is given. In the mind, mudras and symbols are integrated. Through these three, one is merely enabled to meditate and recite on the body, speech, and mind of that deity. Therefore, one can only practice oneself and cannot perform the activities of a master. It is only through transmission that it gradually becomes the seed for maturing the three doors, and in reality, one cannot establish a connection with that deity. Among the subsequent permissions composed by Tibetan masters, apart from the "Treasury of Methods of Accomplishment," most are subsequent permissions of body, speech, mind, qualities, and activities.
