In short, emptiness does not refer to a biased consciousness that focuses on something that does not exist or is not established. Here, the very nature of all phenomena, which is nothing whatsoever, existing as the actual basis of phenomena, is called the emptiness that possesses all perfections. Regarding this, in the Tantra of Manifest Enlightenment of Vairocana, it is said: "The samadhi of all Buddhas, the Victorious One has taught as emptiness. Whoever does not understand emptiness, that one will not understand nirvana. Therefore, grasping at existence and non-existence, is said to be emptiness." And, in the Tantra of the Magical Net, it is said: "Possessing all aspects, without any aspect, holding the sixteen halves and halves of bindus." And, in the Compendium it is said: "Existence and non-existence, these two are the nature of non-existence; the Bodhisattva, whoever knows this, manifests it." and so on. In short, the essence of the meaning to be expressed by Buddhists is emptiness. If one does not realize it, one cannot attain perfect Buddhahood, therefore it is taught to manifest the Bodhi of Hearers and Solitary Realizers. Therein, the two ways of emptiness as the basis are: empty by existence and non-existence, empty by permanence and annihilation, empty by appearance and emptiness, empty by one and many. As the Heart Sutra says: "Form is emptiness, emptiness is form, form is not other than emptiness, emptiness is not other than form." That is to say, "Form is emptiness" means the emptiness that is empty by existence, empty by permanence, empty by appearance, empty by many, and empty by substantiality. "Emptiness is form" means the emptiness that is empty by non-existence, empty by annihilation, empty by one, empty by emptiness, and empty by non-substantiality. These two are not like first appearing and then dissolving into emptiness, or first being emptiness and then appearing. Because there is no emptiness apart from appearance, and no appearance apart from emptiness, appearance and emptiness are inseparable. Therefore it is said: "Form is not other than emptiness, emptiness is not other than form." That itself is also free from the three: arising, ceasing, and abiding.
