Even if one uses transference and other methods with a virtuous mind, one will not be tainted by sin, and merit will increase immeasurably. The Sutras and others also hold this view, so it is called the common meaning for the sake of common teachings. The third, the common meaning of the generation stage, is: the support is the mandala, and the supported is the visualization of the deity, etc., which are related to the generation stage. Because it is a common teaching for both the generation and completion stages, it is the common meaning. The third is: Desire, Dharma hidden, conventional truth hidden is, the meaning of essence, superior, medium, and inferior hidden. Because it is not appropriate to proclaim the rituals of karma mudra and union in the assembly, it is desire, Dharma hidden. Self-blessing, the completion stage of the channels, winds, and bindus, etc., is the hidden conventional truth. In general, it is hidden because it is in the middle of the two extremes, so it is like an essence. Here, the meaning of essence, superior, medium, and inferior is as mentioned above. The fourth is: The ultimate meaning of the clear light path and the union fruit is, the four ways are Vajra words. Distinguish them in accordance with the order of the one and only faculty. What becomes the seal of these is that the completion stage of ultimate clear light is the ultimate of the path, and the realization of the union of the two truths is the ultimate of the fruit. All four ways must be distinguished in accordance with the order of the Vajra words, the one and only faculty, lower, middle, and upper, so it is called the four ways of explanation. Without these instructions, no matter how detailed the thoughts of the mind are, one cannot generate correct wisdom. With these, if one measures the principles of Sutra and Tantra, one will generate stainless wisdom born from thought. The explanation of the first chapter, which clearly defines the measuring key, is complete. The second chapter has three parts: examining the definitive and non-definitive meanings of the three turnings of the wheel, examining the two truths, and examining dependent origination. The first part has two parts: a general explanation and a detailed classification. The first part is: The object to be measured, the main precious Dharma, the three turnings of the wheel. The measurer, these objects to be measured, mainly become the treasury of the precious Dharma. In general, the Mahayana is known as the three turnings of the wheel. Moreover, the clear classification of the three turnings of the wheel is the Sutras among the teachings.

It comes from the Vyākhyāyukti: The first is the Four Noble Truths wheel, the middle is the signless wheel, and the last is the differentiated wheel. In the Ratnāvalī, only the name appears. In the Dhāraṇīśvararājaparipṛcchā-sūtra, it says: The aspect of the Four Noble Truths, the aspect of emptiness, the aspect of the Tathāgatagarbha. The venerable Maitreya says in the Uttaratantra: Entering the path of the peaceful world, causing extreme maturation, the wheel of prophecy. The noble Nāgārjuna says: Initially teaching self, in the middle teaching no-self, and finally the wheel that refutes all views. Āryadeva explains its meaning as: Initially preventing non-merit, in the middle preventing self, and finally the wheel that refutes all views. Regarding how to distinguish these into definitive and provisional meanings, in general, the characteristics of definitive and provisional meaning sūtras are: For the disciples of the three vehicles, it must be a means to generate the excellent path in the continuum, and the sūtra that mainly teaches the conventional truth is the characteristic of the provisional meaning sūtra. For some disciples who can endure the profound meaning, in order to attain non-abiding nirvāṇa, the sūtra that mainly teaches the practice of the path and mainly teaches the ultimate truth is the characteristic of the ultimate meaning sūtra. How to separately establish these in the three wheels is divided into how the Buddha's words are spoken and how the commentaries are spoken. First: In the Saṃdhinirmocana-sūtra, it says: The Blessed One initially in Vārāṇasī, in the Deer Park where the sages fell, for those who entered the Śrāvakayāna, explained the Four Noble Truths, turning the wheel of Dharma that was wonderful and amazing, which no one, whether god or human, had ever turned in accordance with the Dharma in the world. The wheel of Dharma turned by the Blessed One is supreme, has causes, has the meaning of guidance, and is the basis of debate. The Blessed One started from the non-self-nature of all dharmas, from no birth, no cessation, originally peaceful, and self-nature nirvāṇa, and entered the Mahāyāna.
