Those who are familiar with and dwell [in the Dharma], but whose disputes have not been settled even after the Dharma has been thoroughly established, are to be expelled from their dwelling. For those who are not subdued by the placement of instructions, they are not allowed to perform Upoṣadha and expulsion together with the Saṅgha; this is the abandonment of such individuals. Although turning the alms-bowl upside down is generally a severe warning, it is an action taken towards laypersons, and therefore it is not counted here. If, after such a stern warning, they offer their forbearance, then, in order for them to attain abiding in their own nature, the Saṅgha, endowed with the proper characteristics, should perform the ritual of accepting their forbearance. (44b) For those who are uncertain, such as dwelling in solitude with refuge, they should be made to seek their essential nature. The occasion for the emergence of hidden faults, and the basis of the individual from whom, due to the measure of hidden faults fully endowed with ground, intention, and action, there arises the aggregation of rising from a transgression, whether timely or untimely; the instruction of giving, and the conduct of pleasing relocation, etc., which are explained as the twenty-six types of conduct abiding in other grounds; thus, the basis of abiding in other grounds; the methods of discussing transgressions arising from seeing, hearing, and suspicion, as well as the establishment of Upoṣadha or the grounds for complete purification, also stem from these [situations]. Third, regarding the rectification of disputes: The four kinds of disputes are based on the seven means of pacification. There are four ways in which the consciousness of holding grudges propagates disputes: for example, the dispute of attack and counter-attack regarding the permanence or impermanence of conditioned phenomena, which is a dispute for instigation; for example, a dispute between the one who establishes and the one who is established upon regarding the placement of admonition, Upoṣadha, and prohibition, which is a dispute for not giving advice; a dispute where one does not admit to the transgression when it is discussed, a dispute between the one who discusses and the subject of discussion, which is a dispute for transgression; due to these three types of disputes, there is no concordance given to actions such as Upoṣadha, thus leading to a dispute for action, these are the four. Regarding the means to pacify these, natural pacification occurs, for example, when the disputants die or their mental continuum changes. The individual pacifying dharmas are taught to be seven: for the first, there are eight direct perceptions (abhisamaya); for the second, concerning situations where transgressions are to be discussed, there are eight direct perceptions; for those without [transgressions to be discussed], the Saṅgha confers discipline through the four-part motion (karma) with recollection; and for those who are insane, the conferral of discipline for non-insane persons; these are three. For the third, for those who do not recognize their own faults, they are made to seek their essential nature; and for those who recognize [the fault], the admission of the transgression; Good.

With convergent intentions, like spreading grass, there are three pacifications. Fourth, all seven of these pacifications enter and, by granting what is conducive to karma, they actually bring about pacification. Fifth, the explanation of the basis of dwelling places, abandoning the two extremes: The basis of dwelling places, if it accords with this tradition, is supreme. Although it is rare for current practices to fully align with what is taught, if the basis of dwelling places accords with the tradition spoken of in the Vinaya, it is taught by the Buddha, and thus its merits are supreme and it becomes faultless. For this, the place to be, should not be one of contention, or with harmful creatures, or a dangerous area with hot gates (or: exposed entries), or thorny places, etc. Rather, it should be a pure chamber within a five-storied temple or similar structure, primarily for expounding the teachings. On the side, the previous Jataka tales of the Buddha should be depicted. In places where the hundred karmic actions are to be performed, there should be great Arhats (or: Sthaviras). At the door, Vajrapani (Tibetan: གནོད་སྦྱིན་ལག་ན་རྡོ་རྗེ།, Sanskrit: वज्रपाणि, Romanized Sanskrit: Vajrapāṇi, Chinese literal meaning: 持金刚夜叉) should be depicted. In the gatehouse, the five-part Wheel of Samsara should be drawn, along with verses explaining it, and so forth. There should be a lion throne for Dharma speakers and an outer iron fence. Furthermore, the ten categories of facilities mentioned, such as treasuries and food storage rooms, along with individual rooms for each person, sized to accommodate four postures, should be present. Stupas and the four types of victory banners should be erected in pleasure groves. The appointment of their duties and so forth should also be done according to the scriptures. Sixth, incidental further explanations, with three parts: 1. Admonition to abandon the two extremes; 2. Brief summary of abandonment and acceptance; 3. The manner in which the three stanzas are present. First (of the three parts): Completely eliminate the two extremes of attachment and weariness. Those who have entered this Dharma, by being excessively attached and clinging to desirable worldly qualities, fall into the extreme of sensual indulgence. And by being excessively weary and exhausted from ascetic practices, leading to an inability to hear (study) and meditate, they fall into the extreme of asceticism. Both these two extremes must be completely abandoned, and one must abide in happiness. If obtained effortlessly, then clothing worth hundreds of thousands of Karshapanas (an ancient Indian coin), food endowed with a hundred flavors, five hundred-storied mansions, etc., can be enjoyed without attachment. However, if they must be obtained through strenuous effort, it will become an obstacle to renunciation and study. Therefore, one should be content with wearing rags (from discarded clothes), eating alms food, dwelling under trees, and so forth. Furthermore, there is the level of discipline/vow.
