Thus, the layout of Mount Meru, the twelve continents, the sun and moon, and the iron mountain range was completed. After a cycle of one year, upon its perfect completion, the two wise and accomplished masters performed the consecration. Those abbots and teachers, along with masters like Vimalamitra, Shantigarbha, Dharmakirti, and other one hundred and eight great panditas (138n), as well as Tibetan translators such as Vairocana and Ka-Chog, translated and expounded all the Vinaya, Mahayana and Hinayana sutras, and major commentaries, and established great monastic communities for practice. The teachings of Secret Mantra (Gangsngak) were translated and expounded, but kept highly secret as esoteric teachings. It is said that twelve great Dharma centers were established, and that there were 108 accomplished masters each at Yerpa and Chuwo Ri, and twenty-five great accomplished masters at Chimpu, among others. In particular, the great master Padmasambhava (Padma) brought countless fortunate disciples, such as the twenty-five disciples (Rje 'bangs nyer lnga), to the stage of great accomplishment through the unsurpassable Secret Mantra (Sngags bla med kyi theg pa). He concealed immeasurable Dharma and wealth treasures (gter kha), subdued all malevolent deities and demons (lha srin), and commanded the twelve guardian goddesses (bstan ma bcu gnyis) to prevent the emergence of heretics (mu stegs pa). Almost all mountains, rocks, etc., were blessed as places of accomplishment. Through the continuous emanation of royal successors, etc., he bestowed immeasurable kindness upon the beings of the Land of Snows (gangs can), opportunities for which could not even be contained within the realm of space. Especially the royal brothers, and in particular King Tri Ral, again propagated the Dharma and carried out extensive new revisions and corrections. That Dharma King had three royal sons: the eldest Muné Tsenpo, the middle Murub Tsenpo, and the youngest Mutig Tsenpo, also known as Sadnalegs Mjingyon. They too greatly propagated the Dharma again. In particular, during Muné's reign, he established four great offerings at Samye. He equalized the wealth of the Tibetan people three times. Mutig built the Skarchung Dorje Ying temple. He had about five sons, among whom the most distinguished was the emanation of Vajrapani (Phagdor), Tri Ralpa Can, also known as Tridé Tsugten. It is said that he offered seven households of common people (138b) to each renunciant and built a thousand temples. At the ends of the two silk ribbons tied to his hair, he made offerings to two monastic communities.

And countless deeds honored the precious Buddha's doctrine with utmost reverence. The unparalleled Tashi Gephel (Monastery) was built in Kyismad Onchangdo. Many pandits were invited from India, such as Surendrabodhi, Shilendrabodhi, and Danashila. Tibetan abbots Ratnarakshita and Dharmatashila, and lotsawas Jnanassena and others, following the instruction that "during the time of the ancestors, when lotsawas and pandits translated the Dharma, some terms coined in Tibetan were not well-known, inconsistent with the Dharma scriptures and grammatical systems, or difficult to understand, therefore, they should be revised to conform to the teachings of Mahayana and Hinayana by adding cherished local dialect terms," revised the Prajnaparamita Sutra (Yum Gyepa) into sixteen sections at Panyul Kabanang Moche. This indicates that most of the scriptures translated during the time of the ancestors were standardized with the new terminology. Regarding the Tantras within the Secret Mantra tradition, due to their sacredness, they were not meant for practice by the general populace who were not suitable vessels; thus, the earlier translations were left as they were. Therefore, in this Land of Snows, those renowned Dharma Kings and ancestors who greatly contributed to the Buddha's teachings and were most benevolent to sentient beings are these; among them, King Songtsen Gampo and King Trisong Detsen were supremely benevolent; Pandits Shantarakshita and Padmasambhava, and lotsawas Thonmi Sambhota, Vairotsana, Kawa Paltsek, Chogro Lui Gyaltsen, and Zhang Yeshe De (the three Ka-Chog-Zhang) are also greatly benevolent and wondrous. --- Chapter 2: How the Vinaya, the root of the teachings, arose, also has three parts: 1. Lower Vinaya 2. Kashmiri tradition 3. Upper Vinaya --- Chapter 1 (Sub-part 1): The first (Lower Vinaya). The foundation of the Buddha's teachings is the holy Dharma-Vinaya. The master of the teachings, the great abbot Shantarakshita, Initially ordained the seven chosen men (Sadmi Mi Dun). (Page 139 verso) Innumerable excellent lotsawas and monastics appeared. The existence or non-existence of the Buddha's teachings depends solely on the existence or non-existence of the Pratimoksha precepts and practices. Therefore, the way in which the Vinaya Pitaka, the foundation of all Buddha's teachings, came to be held is as follows: Dharma King Trisong Detsen, hearing that Bodhisattva or Shantarakshita, the great abbot from Zahor, the master of all Pitakas and teachings, was residing in Nepal (Bal Yul), sent Ra Salnang as an envoy to invite him. With great reverence… (text cut off)
