Then, (the king) said: In my country, all the numerous beings dwell knowing that they do not harm each other. The gods send down rain in due season, causing the plants and crops to flourish. I think that this must be the power of my ruling the kingdom according to Dharma. If the queen and the people of the town think it is their own power, then whose power is it? The hermit said: This is not the power of you, the king, nor the power of the queen and the young people, but because there are four kinds of beings in your country, it is their power. The king said: I would like to see those (beings). The hermit said: What is the use of seeing those? You should practice what they have correctly taken and practiced. (The king asked:) What is that? (The hermit replied:) It is the five foundations of vows. (The king asked:) What are those? (The hermit replied:) It is the teaching of the five vows, such as abstaining from killing. After that, the king thought: I should take the five foundations of vows. After practicing in this way, from the queen and the young people onwards, all the people of the country took the five foundations of vows. King Tsangjin, hearing that his retinue had taken the five foundations of vows, all the kings of the border states did the same. Therefore, almost all the people of Jambudvipa took the five foundations of vows. There, the people of Jambudvipa, at the time of their death, were reborn in the Thirty-three Heavens. At that time, Indra, the lord of the gods, said to the retinue of the gods: "With reverence and respect, The ascetic practices of the one dwelling in the grove of austerities, The noble burnt offering, the conduct of Brahma, Are widely proclaimed in each world." The Blessed One himself, when he became a Bodhisattva, became the noble burnt offering at that time. (The Buddha said) The rabbit was the monk Shariputra, the monkey was the son of Maudgalyayana, and the elephant was Ananda. Even when the Bodhisattva is born in the animal realm, he abides in the precepts of morality for himself and others, what need is there to mention when he is born as a god or a human? Also, in the past, when Indra was born, a great army of Asuras came and when the gods fought with them, the gods were defeated, and on the way back, (they saw) the trees, the Shala trees...

When the eagle's nest was hit by the tip of the chariot's yoke, and the chicks were about to fall, Indra said to the charioteer Matali, "Do not hit these unfledged chicks, drive the chariot away." The charioteer said, "Because the army of Asuras is following behind, I am unable to do anything." Indra said, "Even if I die, it is better. These chicks who are in danger of being killed by fear must not be killed, turn the chariot back." As soon as he turned the chariot back, the Asuras were frightened and scattered. Moreover, in a past time, the Bhagavan was born as the son of a great Brahmin family, and from a minister who was learned and virtuous, he learned the Vedas, becoming wise and clear, and possessing qualities such as respect, he was especially loved by his teacher. At that time, in order to test the conduct of the students, the Khenpo always spoke of the suffering of his own poverty when performing the burnt offering. The students, out of love for the Khenpo, collected many alms and offered them to him. The Khenpo said, "What is the use of your laboring to collect alms? If you want to save me, then earn wealth." They said, "We have little merit, and we cannot do anything more than this. There are few people who give, and Brahmins have few ways to earn wealth." The Khenpo said, "There are ways for Brahmins to earn wealth that come from the scriptures, but I am old and powerless, so I cannot do it." The students said, "If we can do it, please tell us, and we will repay the kindness of the Dharma." The Khenpo said, "It is difficult for others, those who are unwilling to strive, to do it, but if you insist on wanting to do it, then the method of earning wealth is this: When a Brahmin is in decline, stealing is said to be Dharma. In the world, having no money is the worst decline. Therefore, take the wealth of others that is not seen. All of these are the wealth of Brahmins. Even if you are able to openly rob wealth, you must protect my reputation." Having said this, those students listened without carefully considering, saying that they would do so. The Bodhisattva, being virtuous by nature, saw that those words were unreasonable and refused.

He lowered his head from the cold and said nothing. The Khenpo saw this and thought, "This person must have some good qualities." He also wondered, "Is it because he cannot steal, does not like hardship, or is it because of his understanding of Dharma that he does not commit theft?" So he said to him, "These Brahmins cannot bear my decline, so they have generated a strong mind. Do you not love me? Are you unable to steal? Why do you remain silent?" The Bodhisattva replied, "It is not that I do not love the Khenpo, nor that I am hard-hearted and not tormented by the suffering of the Lama. It is because this knowledge taught by the Khenpo is impossible, so I have no interest in it." Why is that? Because such a secluded place where one can commit evil without being seen by anyone does not exist. In any case, it is impossible for beings, gods, and Buddhas not to see. Children who think that others do not know what they have done and commit evil are foolish. If one commits evil while seeing it with one's own eyes, it is impossible to say that no one sees it, because one sees it with one's own eyes. Therefore, it is impossible to be without sin. Therefore, I do not like to do that." The Khenpo was very pleased and said, "You are good, able to use your wisdom to distinguish the merits and demerits of what I say, and not waste your talents for the sake of money. Rather than abandoning shame and violating the Dharma to obtain the position of a god, it is better to hold a clay pot and beg at the enemy's door. Child, great Brahmin, well said!" Thus he praised him. Again, when he was reborn as the king of the Shibi country, he benefited all beings like a father. He had a minister's daughter, like a goddess, who captivated anyone who saw her, named Intoxicating Mother. Her father said to the king, "A precious woman has appeared in your country. Whether you accept her or not, please decide for yourself." The king sent the Brahmins to investigate whether this was appropriate. When the girl served food to the Brahmins, they only looked at the girl and could not eat. Therefore, her father made the girl disappear, then gave them food, and then left. Those Brahmins

Therefore, this is like an object adorned with illusion. This woman's appearance is extremely beautiful, capable of even deceiving ascetics. If encountered, the king would surely become infatuated, thereby neglecting religious and political affairs. Therefore, (the ministers) said to the king, "Although this woman's appearance is beautiful, her omens are bad. The king should not look at her, let alone marry her." Hearing these words, the king no longer had any desire. Knowing that the king disliked her, she was given to a minister. When the king went to the Kumuda flower festival, the intoxicating woman thought, "The king abandoned me because my omens are bad," so she dressed up carefully and watched from the upper floor. The king saw her and stared for a long time with astonished eyes, thinking, "Is this a goddess or an asura?" Before he had seen enough, the chariot moved elsewhere, and he was unhappy. Thinking only of her, he returned to his residence and asked the charioteer who that woman was. The charioteer replied, "That is the wife of Minister Abhipa Raka, named Intoxicating Woman." Learning that the woman had become another's wife, he gave up hope, thinking, "This Intoxicating Woman truly lives up to her name." Driven by desire, he lost his steadfastness and became unhappy. His complexion, eyes, and flesh became thin and emaciated. The minister who owned the Intoxicating Woman, being skilled in signs and omens, knew that the king was so haggard due to lust. Out of love for the king, he secretly reported in private, "This morning, when I was worshiping the gods, a yaksha said, 'Don't you know that the king is infatuated with the Intoxicating Woman?' After saying this, he disappeared. If that is so, why didn't the god tell me directly? Please, for my sake, accept this Intoxicating Woman." Hearing these words, the king felt ashamed and lowered his head. Although controlled by desire, because he was accustomed to thinking about the Dharma, he did not want to lose his steadfastness and said, "That is not right, it would diminish merit. I will eventually die, and you will also be saddened by being separated from her. Therefore, it would cause harm to both of us in this life and the next. This Dharma, which is followed by unwise children, is not followed by the wise."
