Based on logical reasoning, the omniscient Bu cited many scriptures from later samadhis, saying, "It should be examined whether these are correct." Butön Chökyi Gyalpo prevented this, saying, "These are subtle and the number is uncertain." He himself established fourteen, such as not abandoning gods and humans, not abandoning mantras, etc., and it seems that he substantiated them with the words of various tantras. In standard Indian treatises, these have not been seen to be summarized together, and the basis for examination seems to have become very large, so I will not elaborate on them here. Those that are needed in the near future will become clear through incidental mention, and the subtle ones are clear in their respective tantras and instructions. The uncommon samaya of Unsurpassed Yoga is the samaya of the four empowerments, such as the fourteen root downfalls. Third, regarding the actual classification, the samaya is generally taught, and the vows are specifically explained. First, from the Ocean of Samaya of Glorious Rangjung Zhap, there are twenty-five modes of conduct, the vows of the five families, these two are common. In particular, the vows of Unsurpassed Yoga, the fourteen root downfalls, eight branches, fifteen downfalls of beginners, and seven concordant branches. What will be explained is what is said in these seven points. First, those who abide in the Vajrayana have twenty-five modes of conduct, namely, killing, speaking falsehoods, stealing the wives and property of others, and drinking alcohol to intoxicate oneself, these five are the basis for abandoning and training. Gambling, food that should not be eaten, harsh words, speaking of non-Buddhist scriptures, practicing non-Buddhist dharma, these five are actions that should not be done. One should not strike livestock, children, women, men, and stupas. One should not be hostile to virtuous friends, lords, sangha, victors, and trustworthy ones. One should not be attached to forms, sounds, smells, tastes, and tactile objects with the senses such as the eyes. These are the initial modes of conduct. Among them, killing, lying, sexual misconduct, taking what is not given, and drinking alcohol to intoxicate oneself are thieves who destroy one's own virtue and ropes that bind one to samsara, so they should be abandoned. Because these are also what shravakas and causal vehicle practitioners must abandon, because they are the five fundamental precepts. Gambling, that is, playing dice, throwing bones, playing with crow stones, etc.

For those seeking happiness, meat obtained by harming or causing others to harm is inappropriate food. The treatises of evil speech refer to the sophistical treatises of the materialists, such as the Lokayata of the heretics, and other treatises that contradict the path to liberation. The teachings of the heretics are the teachings about worldly phenomena. In the Great Commentary, it says, "The teachings about worldly phenomena, the rituals of ancestors, and the sacrificial rituals described in the Vedas." Therefore, those treatises that proclaim sacrifices to please ancestors and deities are the teachings of the heretics. The teachings of the barbarians are: the white-clothed followers of the Ramayana, who do not eat the meat of animals that have died by their own actions, but use the mantra of Bishi Mili to cut the throats of livestock with a curved knife to eat, and drink the juice of eggs. This group appears in places such as Maka and Mughal's Baga, and they are the leaders of the barbarians, following the wisdom of bats, white clothes, and honey, and are called the tiger leopards of the barbarians. These are their teachings, and these five are the five things that should not be done. Here, some explain that speaking harshly is speaking evil speech, but "speaking treatises of evil speech" is to categorize speaking treatises of evil speech as one, and harsh words should not be associated with the sound of treatises and recitations. Therefore, in the Tantra Commentary, it says that gambling, inappropriate food, reciting evil speech, teachings about worldly phenomena, and the dharma of non-gods are the five. Here, for the sake of easy understanding, the treatises of evil speech, the teachings of the heretics, and the teachings of the barbarians are spoken of as five. Similarly, killing cows and children, killing fathers, men, and women, and destroying Buddha images and stupas, etc., are also categorized as killing, and not doing these is the five things that should not be killed. Do not deceive friends, masters, Buddhas, the Sangha, and those who trust you. Do not let the senses be completely attached to the five objects of form, sound, smell, taste, and touch. These are the twenty-five vows of beginners mentioned in the Kalachakra Tantra, which the guru should give and the disciple should promise before entering the mandala. Although the term twenty-five vows does not explicitly appear in the lower three classes of tantras, they must be protected in essence.
